SUMMARY AND RECOMMENDATIONS
Staff presents for the Rules Committee consideration the following summary of recommended edits and changes to various elements of the City Council Handbook that relate to City Council procedures and protocols based on several referrals which then allowed for the entire handbook to be subject to editing. The suggested edits incorporate the edits brought to Rules Committee on March 23, 2023, plus the addition updated formatting to a clean and modern format consistent with ADA guidelines. Staff recommends that the Rules Committee consider this information and provide direction to staff.
CHANGES MADE TO HANDBOOK
Index has been replaced with Table of Contents. Page numbers have been added, and reflect the actual page number in the document, allowing for better search capabilities in a digital format and removes the issue of contradictory page numbers.
Only two chapters had significant revisions as noted below. The staff report and attachment (Handbook in Redline edit format) from March 23, 2023 have been attached for your reference.
Chapter 1
Non-interference with Administrative Service has been moved here.
Council Goals and Priorities section was added.
Requests for Future Agenda Items and Urgent Referrals section was added.
Requests for Proclamations section was added.
Reimbursement for Expenses section was expanded with more detail to account for current practices and moved to this chapter from appendix C.
Chapter 2
Council Chamber Rules of Decorum were added to this chapter.
