Staffreport
Staff recommends that the Planning Commission:
1) hold a public hearing and recommend approval to the City Council on the matter of PLN23-0026, that includes a Vesting Tentative Tract Map 8643 ("VTTM") to establish 148 lots, including 144 simple fee lots, two condominium lots, and two common lots, east of Monarch Bay Drive between Marina Boulevard and Fairway Drive that align with the approved plans entitled by the San Leandro City Council in December 2022 as a part of the Single-Family Element of the Shoreline Development Project ("Project"); and
2) recommend the City Council determine that VTTM 8643 is consistent with the project analyzed in the 2022 Addendum to the San Leandro Shoreline Development Project Environmental Impact Report ("EIR"), which concluded that the proposed project would not result in any new significant impacts or substantially increase the severity of any significant impacts identified in the Certified EIR (SCH# 2013072011); and determine that no further environmental review is required.
BACKGROUNDThe Single-Family Element Site is a part of the larger Shoreline Development Project, a public private partnership between Cal-Coast Companies LLC, Inc. ("Developer") and the City of San Leandro ("City").
