SUMMARY
On October 17, 2022, the City Council introduced an Ordinance for First Reading to adopt the 2022 California Building Standards Code. A second reading and public hearing were held on November 7, 2022, at which time a Resolution was adopted with findings justifying local amendments based on local climatic, geologic, and topographic conditions. The California Building Standards Code and the local climatic, geologic, and topographic conditions will go into effect January 1, 2023.
Because the Ordinance was drafted as noticed in accordance with Government Code Section 6066, for full transparency a re-noticed public hearing and second reading of the Ordinance are being held in accordance with the Government Code Section 6066 noticing procedures.
The 2022 California Building Standards Code and local amendments will go into effect on January 1, 2023.
The content of the Ordinance and attached articles is the same as the November 7 agenda packet with the exception of the dates.
RECOMMENDATIONS
Staff recommends that the City Council hold a second public hearing on the adoption of the Building Standards Code that would confirm the following:
a) Amend Municipal Code Chapter 7-5 by repealing and replacing the 2016 and 2019 editions and adopt the 2022 editions of the California Building Code, Residential Code, Electrical Code, Mechanical Code, Plumbing Code, Energy Code, Fire Code, Existing Building Code, and Green Building Standards Code. Additionally, adopt by reference the International Property Maintenance Code; and
