SUMMARY AND RECOMMENDATIONS

Staff recommends approval of the plans and specifications and calling for bids for the subject project.

BACKGROUND

On March 2, 2009, the City received notice from the East Bay Regional Parks District (EBRPD) of its allotment of $3,740,998 in Measure WW Park Bond funds. These bond funds are earmarked for the acquisition and development of neighborhood, community, and regional parks and recreation lands and facilities. The City asked citizens for their input on how they would like the money spent, and used this information to establish ten priority projects, including this park pathway rehabilitation project. The poor condition of the asphalt pavement at the City’s parks were noted as features that the community would like to see improved with Measure WW funding.

Previous Measure WW-funded projects completed park pathway improvements at Washington Manor, Marina, Halcyon, and Stenzel parks in 2010. In 2011, the Marina Park Par Course pathways were reconstructed, including the installation of new fitness equipment stations. The pathways at Toyon Park were not included with these earlier projects to avoid conflicts with previously-scheduled projects to upgrade the Toyon Park playground and restroom.

Analysis

The condition of the asphalt at Toyon Park has deteriorated to the point that patching is ineffective and erosion of the path edge has created tripping hazards. The project will reconstruct the asphalt concrete pathways and re-grade the path as necessary to meet Americans with Disabilities Act (ADA) standards.

Previous Actions

On February 17, 2009, by Resolution No. 2009-023, City Council authorized the application for grant funds from the East Bay Regional Park District under Measure WW, the Park Bond Extension.
