Title
ADOPT:  Ordinance No. 2013-008, an Ordinance Amending Chapter 3, Title 1 of the San Leandro Municipal Code by Amending Sections 1-3-125 and 1-3-800, and Adding Section 1-3-801, to Add a Youth Member to the Library-Historical Commission (adds a youth member as a full voting member to the Library-Historical Commission)
 
Body
WHEREAS, the membership of the City's boards and commissions, with the exception of the Youth Advisory Commission, is comprised solely of adults; and
 
WHEREAS, San Leandro's public libraries serve a large youth population, and offer many programs and services targeted to teenagers; and
 
WHEREAS, the City Council wishes to include the youth perspective on issues and actions considered by the Library-Historical Commission, by adding a youth member to the Commission; and
 
WHEREAS, expanding the Library-Historical Commission to eight members, by the addition of one youth member nominated at-large by the City's Library Director, would allow for continued representation from each Council District, while adding a youthful voice and perspective to the discussions and deliberations of the Commission.
 
NOW, THEREFORE, the City Council of the City of San Leandro does ordain as follows:
 
SECTION 1.      PURPOSE.  The purpose of these amendments is to add a youth member to the San Leandro Library-Historical Commission, who would be under age 18 at the time of appointment, and who would be nominated by the Library Director and appointed by the City Council.
 
SECTION 2.       AMENDMENT OF CODE.  Title 1, Section 1-3-125 MEMBERS-EMPLOYEES EXCLUDED of the City of San Leandro Municipal Code is hereby amended to read as follows, with additions in underline and deletions in strikethrough text:  
 
No salaried officer or employee of the City shall be eligible to hold office as a Board or Commission member, except members of the Youth Advisory Commission, the youth member of the Library-Historical Commission, or as required by ordinance.
 
SECTION 3.      AMENDMENT OF CODE.  Title 1, Section 1-3-800 MEMBERSHIP of the City of San Leandro Municipal Code is hereby amended to read as follows, with additions in underline and deletions in strikethrough text:  
 
The Library-Historical Commission shall consist of seven (7) adult members, and one (1) youth member pursuant to §1-3-801. The membership shall comprise at least one elector from each of the six (6) Council Member Districts pursuant to §1-3-110 of this Code. Each Commission member shall be appointed by the City Council and may be removed from the Commission without cause, notice, or hearing by the City Council under §1-3-105.
 
SECTION 4.      AMENDMENT OF CODE.  Title 1, Section 1-3-801 YOUTH MEMBER of the City of San Leandro Municipal Code is hereby enacted as follows:  
 
1-3-801-YOUTH MEMBER
The Library Director shall nominate a youth member to the Library-Historical Commission for appointment by the City Council.  The youth member shall be a resident of the City, and under the age of eighteen (18) years at the time of appointment.  The youth member shall hold office for one year commencing in September, until his/her successor is appointed and qualified.
 
SECTION 5.      EFFECTIVE DATE AND PUBLICATION.  This ordinance shall take effect thirty (30) days after adoption.  The City Clerk is directed to publish the title once and post a complete copy thereof on the City Council Chamber bulletin board for five (5) days prior to adoption.
