SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council pass-to-print the draft ordinance, and adopt the resolution, amending sections of the San Leandro Municipal Code (SLMC) and City Councilmembers Handbook to allow the appointment of a youth member to the Library-Historical Commission.
BACKGROUND
The San Leandro Public Library serves a large youth population with many programs and events targeted to teenagers. Expanding the Library Historical Commission to eight members to include a youth member will lend their perspective and voice to the discussions and considerations of the Commission.
At its December 11, 2012 meeting, the City Council Rules and Communications Committee and Library staff discussed the addition of a youth member to the Library Historical Commission. At the conclusion of the meeting, it was agreed that a youth member be added to the Library-Historical Commission.
Amendments to the Municipal Code and City Councilmembers Handbook must be made to enable the appointment of a youth member to the Library-Historical Commission.
Analysis
The City Council Rules and Communications Committee recommended that the youth member of the Library-Historical Commission be appointed by the Library Director. To maintain consistency with other similar board and commission positions, staff is recommending that the youth member be nominated by the Library Director, and appointed by the City Council. It is also recommended that the youth member be a full voting member of the Commission, and participate in all items on the Commission agenda.
