SUMMARY AND RECOMMENDATIONS

Staff recommends approving and authorizing the City Manager to execute a Non-Professional Services Agreement with Jack Doheny Companies, Inc. in the amount of $193,254, for the Closed Circuit Television (CCTV) Truck and Equipment Replacement Project, Project No. 2013.0240.

BACKGROUND

The City of San Leandro operates and maintains a network of approximately 125 miles of sanitary sewer pipelines and 70 miles of storm drain pipelines. Internal condition inspection of these pipelines is performed by review of video obtained from closed circuit television (CCTV) cameras inserted into the subject pipelines. The inspections are essential for monitoring the structural integrity of the pipelines and identifying conditions that are likely to cause blockages therefore preventing potential sewer overflows. The existing truck and CCTV equipment is over 14 years old and has reached the end of its useful life.

Analysis

A Request for Proposals to procure a new truck and CCTV equipment was issued in October 2013, generating proposals from three qualified firms. Staff evaluated the proposals based on least cost/best value, system functionality, and support services. The Jack Doheny Companies, Inc. was rated highest of these firms.

This contract will provide a new truck and CCTV equipment, backed by a warranty and support services.
