SUMMARY AND RECOMMENDATIONS

The purpose of this report is to provide the City Council with information regarding the Police Department's request to increase the replacement cost of the Mobile Hostage Negotiations Team Operation Command Vehicle from $60,000 to $71,000.

Staff recommends the City Council adopt a resolution authorizing the increase in appropriation funding for the Mobile Hostage Negotiations Team Operation Command Vehicle and appropriate an additional $11,000 from Account No. 150-21-011-7410 (State Supplemental Law Enforcement Special Fund) for the cost and outfitting of the vehicle.

BACKGROUND

On February 18, 2014, City Council adopted Resolution No. 2014-015 authorizing the purchase of a new Mobile Negotiations Team Operation Command Vehicle by appropriating $60,000 from Account No. 150-21-011-7410 (State Supplemental Law Enforcement Special Fund) for the cost and outfitting of the vehicle.

On May 8, 2014, the San Leandro Police Department purchased a 2013 Nissan NV High Roof vehicle for $30,022.78, leaving $29,977.22 for the outfitting of the Mobile Hostage Negotiations Team Operation Command Vehicle.


Analysis

The proposed additional appropriation of funds for the new Mobile Hostage Negotiations Team Operation Command Vehicle will ensure that the vehicle will be built to Police Department specifications and have the ability to accommodate the existing equipment in order to effectively negotiate in critical situations. It will be equipped to operate as an emergency command post as well as an emergency communication center.
