SUMMARY AND RECOMMENDATIONS

This contract provides for the installation of striping, pavement markings and signs to create bike lanes and bike routes, in accordance with the San Leandro Bicycle and Pedestrian Master Plan.

Staff recommends award of the construction contract to the low bidder, Chrisp Company, in the amount of $180,358.70 for the subject work.

BACKGROUND

The current edition of the San Leandro Bicycle and Pedestrian Master Plan ("Plan") was adopted by the City Council in February 2011. The Plan outlines existing and proposed bicycle paths, lanes and routes, and it is the official policy document guiding the development of facilities to enhance bicycling as an additional and appropriate transportation choice within the City.

This project will construct most of the proposed bicycle lanes and bicycle routes east of the BART tracks that have not yet been installed. Work also includes the installation of green bike lanes for the first time in San Leandro. Green bike lanes are proposed for busy intersections at key locations to make the bike lanes more apparent to drivers.

Analysis

A total of two bids were received on March 9, 2015. Chrisp Company submitted the lowest responsive bid at $180,358.70. The pre-bid engineer's estimate for this work was $197,466.55. The second lowest bidder submitted a bid of $206,518.00

Previous Actions

* On February 7, 2011, the City Council adopted the current Bicycle and Pedestrian Master Plan.

This action is consistent with Bicycle and Pedestrian Circulation Goal No. 14 of the General Plan and Action Item 14.01-A: Maintain and implement a Citywide Bikeway Plan
