SUMMARY AND RECOMMENDATIONS
 
Staff recommends that the City Council approve a resolution for appropriation of funds to implement a pilot teen program during Summer 2015.  
 
BACKGROUND
 
On January 31, 2015 City Council expressed interest in expanding teen programs during discussions at the City Council Annual Planning Session.  
 
On February 17, 2015 the City Council agreed to further discuss the implementation of a pop-up teen center to give teens a safe place to congregate.  
 
Analysis
 
At City Council's request, the Recreation and Human Services Department is proposing a pilot teen pop-up program for summer 2015. This mobile recreation program known as "Teen Takeover" will run for nine consecutive weeks beginning June 24 and running through August 12.  Teens will "take over" various City and school owned facilities throughout the city to engage in supervised recreational activities.  Geared for teens aged 13-17, Teen Takeover Nights will rotate location and theme activities on a weekly basis.  The free program will run Wednesday nights from 6:00 - 9:00pm offering teens an opportunity to socialize in a safe venue.  Scheduled activities include teen only pool parties at Farrelly Pool and the Aquatic Center, movie nights at the Marina Community Center, sport nights at the 9th grade gymnasium, and game night at the library.  The program will incorporate recreational components including: gaming, swimming, art & maker technology, sports, movies and music.  
 
The pilot program will run the duration of San Leandro Unified School District's summer vacation and will complement the teen program offered by the Library that only operates during the academic school year.  Our goal is to provide a fun and safe environment for San Leandro teens during their summer break. We estimate approximately 70+ teens will attend each weekly event. Teens will be supervised by Recreation staff and, to ensure the safety of participants, no ins and outs will be permitted. The limited teen programs offered during Summer 2014 incurred waitlists for every session. Based on community demand, this is a feasible program that meets a demonstrated need for expanded teen programming in our community.
 
The roving program will be advertised to teens through various outreach methods to notify them that Teen Takeover is "coming Summer 2015." To retain the mystique surrounding the pop-up locations, venue specific information will be released only 24-72 hours in advance through Instagram, text message notifications, Facebook and YAC (Youth Advisory Commission) Outreach.
 
Fiscal Impacts
 
The total cost of implementing the Pop-Up Teen Center during Summer 2015 is $8,750 for a nine-week session.  
 
$ 4,905 - Start-Up Supplies (Xbox, TV, Gaming equipment, snacks, art supplies)
$ 3,845 - Staff (Recreation Specialist, Leader, Security, Lifeguards)

Budget Authority
 
City Council approval of Appropriation for $8,750 from the General Fund Economic Uncertainty Reserve to the teen budget 010-61-007-6230.
