SUMMARY AND RECOMMENDATIONS
 
This action will confirm the City's commitment to completing the project under the grant terms, approve a project status report, and request construction funds from the granting agency.
 
Staff recommends approval of a resolution confirming compliance with grant terms, certifying a project report, and requesting allocation of construction funds.
 
BACKGROUND
 
This project will improve safety for pedestrians along West Juana Avenue, a street that connects BART to Downtown San Leandro, and security for bicycles at the San Leandro BART station. This project is listed as a high priority in the San Leandro Bicycle and Pedestrian Master Plan and is consistent with the City's Transit Oriented Development Strategy.  
 
This project will improve the pedestrian environment on West Juana Avenue between San Leandro Boulevard and Hays Street by installing high visibility decorative crosswalks and sidewalk bulb outs at all crossings and by adding pedestrian level lighting.  This project will also improve bicycle facilities at the San Leandro BART station by installing new electronic bike lockers.
 
The City will contract for construction of the majority of this project via a competitive bid; improvements adjacent to the Marea Alta project (between San Leandro Boulevard and Carpentier Street), which is currently in construction, will be built by the developer.  The electronic bicycle lockers will be supplied and installed by BART's vendor under a contract with the City.  Contracts above $50,000 will be brought to the City Council for approval.
 
The City has already approved using RM 2 grant funds for the design of this project; additional action is required to approve use of the $360,000 in remaining RM 2 funds for construction.
 
Analysis
 
The RM 2 grant terms are reasonable and the City can comply with them without hardship.  The project report is true and accurate, and design of the improvements is complete.  Staff is ready to bid, award, and construct the project.  Allocation of construction funds from this grant will allow this project to proceed.

Previous Actions
 
·      On September 14, 2014 by Resolution No. 2014-100, the City Council authorized the City Manager's Execution of a Grant Funding Agreement for Transportation Fund for Clean Air (TFCA) funding and the City's commitment to install bicycle lockers at the San Leandro BART station.
 
·      On October 7, 2013 by Resolution No. 2013-131, the City Council made a commitment to the grant terms, approved a project status report, and requested RM 2 grant funds for the design phase of this project
 
·      On June 17, 2013 by Resolution No. 2013-087, the City Council authorized the City Manager's Execution of a Grant Funding Agreement for Measure B Funding, Committing the City to Spend the Necessary Matching Funds and Providing City Assurance to Complete the West Juana Pedestrian Improvements Project

Environmental Review
 
This project is categorically exempt from CEQA per section 15301: minor alteration to existing facilities.  A notice of exemption was filed with the Alameda County Recorder on August 27, 2014.
 
Summary of Public Outreach Efforts
 
A gas station at the NW corner of West Juana Avenue and Hays Street may be impacted by construction activity.  Staff has discussed the project with the station owner and he is supportive.  
 
A bus stop will be relocated adjacent to the property at the SW corner of West Juana Avenue and Clarke Street.  Staff has discussed the project with the property owner and she is supportive.
 
Fiscal Impacts
 
The estimated project cost is $866,000 including design, construction, and inspection.
 
Budget Authority
 
$50,000 Measure B Bicycle and Pedestrian funds in account 144-36-294 appropriated as part of the Fiscal Year 2010-11 budget.
 
$346,000 Measure B project funds in account 144-39-023 appropriated via Resolution 2013-087.
 
$40,000 Regional Measure 2 grant funds in account 150-36-294 appropriated via Resolution 2013-131.
 
$360,000 Regional Measure 2 grant funds in account 150-36-294 appropriated via this action.
