2. DISCUSSION ITEMS:

2.A. Discussion Regarding Community Workforce Agreement

The purpose of this Agreement is to support the efforts of the City to increase employment opportunities for workers who reside in San Leandro, to help increase training and employment opportunities for the City's students in the construction trades through apprenticeship and pre-apprentice programs as the students graduate, to promote efficiency of construction operations performed for and within the City of San Leandro and to provide for peaceful settlement of labor disputes and grievances without strikes or lockouts, thereby promoting the public interest in assuring the timely and economical completion of the projects.

Article 8 of the Community Workforce Agreement (CWA) was discussed regarding the Referral and Local Hire Program indicating that contractors performing construction work on the Projects described in the Agreement shall utilize and be bound by the registration facilities and referral systems established or authorized by the Unions Job Referral System and will be operated in a non-discriminatory manner and in full compliance with all federal, state and local laws.
