SUMMARY AND RECOMMENDATIONS
 
Staff recommends that the City Council approve the purchase of and authorize the City Manager to execute a Non-Professional Services Agreement with eLock Technologies, LLC in the amount of $91,697.73, for the West Juana Pedestrian Improvement Project, Project No. 2014.0500.
 
BACKGROUND
 
The West Juana Pedestrian Improvement project will improve safety for pedestrians along West Juana Avenue and security for bicycles at the San Leandro BART station.  This contract will improve bicycle facilities at the San Leandro BART station by installing new electronic bike lockers.
 
The City Council previously authorized the City Manager to Execute a Grant Funding Agreement for Transportation Fund for Clean Air (TFCA) funding to support the City's commitment to install bicycle lockers at the San Leandro BART station as part of the West Juana Pedestrian Improvement project.  The Grant Funding Agreement is for $92,817.73; however the actual quote for the work came in $1,120.00 below the estimate.  Grant and matching funds described in the agreement will be reduced proportionally.
 
The Grant Funding Agreement involves collaborating with BART to provide 28 additional electronic bicycle lockers at the San Leandro BART station. Currently, there are 40 electronic bicycle lockers that are heavily used at the San Leandro BART station.  Increased availability of electronic bicycle lockers will encourage more BART patrons to bike to the station.  
 
Analysis
 
There are currently 40 BikeLink lockers made by eLock Technologies at the San Leandro BART station.  BART mandates that new lockers must be completely compatible from both a user (same smart card, same pricing, same customer service, etc.) and maintenance perspective, especially since BART will maintain the lockers for 10+ years.  Therefore, to meet the sourcing requirements the BART approved vendor, eLock Technologies, LLC will be used to provide lockers that are compatible with the BikeLink card.  This contract will provide for 28 electronic bicycle lockers, including delivery, installation, limited warranty, and BikeLink Software services.
 
Previous Actions
 
·      On September 15, 2014 by Resolution No. 2014-100, the City Council authorized the City Manager's Execution of a Grant Funding Agreement for Transportation Fund for Clean Air (TFCA) funding and the City's commitment to install bicycle lockers at the San Leandro BART station.
·      On June 30, 2013 by Resolution No. 2013-087, the City Council authorized the City Manager's Execution of a Grant Funding Agreement for Funding and Committing Necessary Matching Funds and Stating the Assurance to Complete the West Juana Pedestrian Improvements Project

·      Policy 14.02 - Funding: Aggressively pursue state and federal funding for bicycle and pedestrian improvements, while also including funding for bicycle and pedestrian improvements in the City's Capital Improvement Program.
·      Policy 14.05: - Access to Transit: Promote improvements that encourage walking, cycling, and other forms of non-motorized transportation to and from transit facilities such as BART stations and AC Transit bus lines.
 
Fiscal Impacts
 
The West Juana Pedestrian Improvement project will cost $866,000. The subject Agreement is to purchase equipment for $91,697.73.

Budget Authority
 
The subject purchase agreement in the amount of $91,698 will be funded with TFCA grant funds ($69,156) and Measure B Grant funds ($22,542).
 
Measure B Grant funds were appropriated by Resolution No. 2013-087.
 
TFCA Grant funds were appropriated by Resolution No. 2014-100.
