SUMMARY AND RECOMMENDATIONS
 
This contract provides for the installation of sidewalk, curb and gutter, storm drains, and high visibility crosswalks to enhance West Juana Avenue between Downtown and the San Leandro Bart Station.
 
Staff recommends award of a construction contract to the low bidder, McGuire and Hester, in the amount of $762,800.00 for the subject work of the Base Bid.
 
BACKGROUND
 
This project will improve safety for pedestrians along West Juana Avenue, a street that connects BART to Downtown San Leandro, and security for bicycles at the San Leandro BART station. This project is listed as a high priority in the San Leandro Bicycle and Pedestrian Master Plan and is consistent with the City's Transit Oriented Development Strategy.  The project will be accomplished via two construction contracts; one for bike lockers and one for civil work on West Juana Avenue.
 
The subject contract will improve the pedestrian environment on West Juana Avenue between San Leandro Boulevard and Hays Street by installing high visibility decorative crosswalks and sidewalk bulb outs at all crossings.
 
Improvements adjacent to the Marea Alta project (between San Leandro Boulevard and Carpentier Street), which is currently in construction, will be built by the developer.  The electronic bicycle lockers will be supplied and installed by BART's vendor under a separate contract with the City.
 
Analysis
 
A total of 3 bids were received on April 20, 2015 ranging from $762,800.00 to $845,665.00.  McGuire and Hester submitted the lowest responsive Base Bid at $762,800.00.  The engineer's estimate for construction was $548,113.00. Therefore, after award, the City will reduce the construction cost by $102,950.00 by deleting new street lights from the work reducing the construction cost to $659,850.00 to bring the project within budget.
 
Previous Actions
 
·      On September 14, 2014 by Resolution No. 2014-100, the City Council authorized the City Manager's Execution of a Grant Funding Agreement for Transportation Fund for Clean Air (TFCA) funding and the City's commitment to install bicycle lockers at the San Leandro BART station.
 
·      On October 7, 2013 by Resolution No. 2013-131, the City Council made a commitment to the grant terms, approved a project status report, and requested Regional Measure 2 (RM2) grant funds for the design phase of this project.
 
·      On June 17, 2013 by Resolution No. 2013-087, the City Council authorized the City Manager's Execution of a Grant Funding Agreement for Measure B Funding, Committing the City to Spend the Necessary Matching Funds and Providing City Assurance to Complete the West Juana Pedestrian Improvements Project.
 
·      On April 20, 2015 by Resolution No. 2015-171, the City Council requested RM2 grant funds for the construction phase of this project.
 
Applicable General Plan Policies
 
This action is consistent with Transportation Goal No. 14 of the General Plan and Action Item 14.07:  Pedestrian Environment.
 
Environmental Review
 
This project was deemed categorically exempt from CEQA per Section 15301(c) - Existing Facilities.  A Notice of Exemption was filed with the County Recorder on August 21, 2014.
 
Summary of Public Outreach Efforts
 
This project was advertised on March 20, 2015 in the Daily Review as well as in three other newspapers whose circulation reflects the diversity of San Leandro.  Staff also notified contractors interested in working with the City via email and sent plans to fifteen plan rooms.
 
The contractor will provide notification in the form of door hangers to properties adjacent to the project immediately before the work begins.
 
Fiscal Impacts
 
The total project cost including design, construction (including change order 1), contingencies and construction management is estimated to be $981,000.00.
 
Budget Authority
 
This project will be funded as follows:
·      $50,000 Measure B Bicycle and Pedestrian funds in account 144-36-294 appropriated as part of the Fiscal Year 2010-11 budget.
·      $346,000 Measure B project funds in account 144-39-023 appropriated via Resolution No. 2013-087.
·      $40,000 Regional Measure 2 grant funds in account 150-36-294 appropriated via Resolution No. 2013-131.
·      $360,000 Regional Measure 2 grant funds in account 150-36-294 appropriated via Resolution No. 2015-170.
·      $70,000 TFCA grant funds in account 150-38-364 appropriated via Resolution 2014-100.
·      $115,000 Measure B Funds, Local Streets and Roads, Account No. 144-38-384.
