SUMMARY AND RECOMMENDATIONS

This contract provides for the reconstruction of the following residential streets: Amherst Court, Dabner Street, Georgetown Avenue, Graham Way, Hannover Street, Sidney Avenue, and Victor Avenue. The Contract also includes installation of speed cushions on various city streets as part of the 2013-14 neighborhood traffic calming program.

Staff recommends award of a contract to the lowest responsible bidder, Gallagher and Burk, Inc., in the amount of $1,012,665.00 for the Base Bid and Bid Alternate "A" for this project. Staff also recommends the City Council approve, as part of this project, an appropriation of $136,950.00 in Developer Fees for Street Improvements (DFSI) funding to cover the cost of installing speed cushions.

BACKGROUND

The street maintenance program is historically underfunded. As a result, the City has primarily performed pavement reconstruction work on streets that carry high traffic volumes and deferred maintenance of residential streets. In 2013, in response to public concerns and Council direction, staff began allocating a larger portion of our maintenance budget to residential streets. Pursuant to that change, this project will perform pavement reconstruction on only residential streets. This project was originally scheduled for construction in 2014 but was delayed to accommodate planned utility upgrades and therefore minimize restoration damage for select streets within the project area.
