SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council Authorize the City Manager to Execute a Non-Professional Services Agreement with Denalect Alarm Company for the installation of access control system equipment at City Hall.

BACKGROUND

Denalect Alarm Company is responsible for installing and maintaining the current access control system used for building security by the City of San Leandro. The access control system provides keyless entry to City Facilities for City employees and other authorized personnel. With the system, the City has the ability to manage, monitor, and restrict access to controlled entry points.

The current system at City Hall is out of date and requires new hardware. The system software has been updated in anticipation of the equipment upgrades.

Analysis

Denalect will install 18 upgraded access control panels and add 7 new access control panels at City Hall. Access will be controlled to 13 additional doors at various locations throughout the building. The upgrades will include door lock systems and electrical upgrades provided by other vendors.

Denalect is the sole provider for access control system equipment for the City of San Leandro. The equipment and associated installation and periodic maintenance services are essential in maintaining operational continuity. The contractor has full knowledge of the existing system and is sensitive to the City's security needs. The new equipment that proposed for installation is compatible with the other components of the existing system.
