SUMMARY AND RECOMMENDATIONS
Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing the City Manager to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.
BACKGROUND
Two street segments were reconstructed as part of the subject project:
• Bigge Street from Adams Avenue east to end at cul-de-sac
• East side of Bancroft Avenue from Dutton Avenue to San Leandro Creek
Reconstruction consisted of installing a new asphalt concrete (AC) pavement section on a cement stabilized base. This process involved removing the existing AC pavement, mixing cement into the road base to provide a stable foundation and installing a surface course of new AC. The project also completed sanitary sewer point repairs and installed speed cushions on several residential streets.
Speed cushions were installed at eight new locations as part of this project:
• One on Durant Avenue between Warwick and Bancroft Avenues,
• Three on Juana Avenue between Rosa Street and Bancroft Avenue,
• Two on Durant Avenue between East 14th Street and Breed Avenue,
• One on Breed Avenue between Durant Avenue and Broadmoor Boulevard, and
• One on 138th Avenue across from the San Leandro Senior Community Center.
Seven existing asphalt concrete speed cushions were also replaced on Durant Avenue between Breed Avenue and Mac Arthur Boulevard: The existing asphalt concrete speed cushions were replaced with preformed rubberized ones per current City standards.
In addition, sanitary sewer point repairs were made to sewer mains near four manhole locations along Bancroft Avenue: one between Dutton Avenue and Oakes Boulevard, and the other three at the intersections of Glen Drive, Begier Avenue, and Pala Avenue. These point repairs fixed mains which had settled or had offsets with respect to the sanitary sewer manhole structure. A total of 71 lineal feet of failed 6” and 8” diameter sanitary sewer mains were replaced on this project.
Analysis
Construction is now complete and was performed in compliance with the contract documents.
Previous Actions
• On May 6, 2013, by Resolution No. 2013-059, the City Council approved the plans and specifications and called for bids on the subject project.
• On May 19, 2014, by Resolution No. 2014-044, the City Council awarded a construction contract to Gallagher and Burk.
Applicable General Plan Policies
This action is consistent with Streets and Highways Goal No. 16 of the General Plan and Action Item 16.03: Regularly maintain City streets and traffic control devices to ensure that streets operate safely and efficiently.
Environmental Review
This project is categorically exempt from CEQA per Section 15301(c) - Existing Facilities. A Notice of Exemption was filed with Alameda County on March 3, 2014.
Summary of Public Outreach Efforts
The contractor distributed flyers to adjacent properties along the project street segments before commencing work.
Fiscal Impacts
A summary of the purchase order with Gallagher and Burk is listed below:
Original Contract: $626,275.00
Change Orders: $94,384.85
Total Contract Amount: $720,659.85
Major change orders involved the following: additional speed cushion installations and a truck detour to avoid trimming existing street trees.
The estimated total project cost including design, construction management and pending project closeout is approximately $850,000.

The following funding sources were used for this project:
1) $190,000.00 - Gas Tax Funds, Account No. 142-38-351, allocated in FY 2013-14
2) $23,056.00 - Gas Tax Funds, Account No. 142-38-357, allocated in FY 2013-14
3) $55,571.00 - Measure B Funds, Account No. 144-38-351, allocated in FY 2013-14
4) $248,010.00 - Vehicle Registration Fee Funds, Account No. 143-38-351, allocated in FY 2013-14
5) $111,051.72 - Neighborhood Traffic Calming Funds, Account No. 120-28-167, allocated in FY 2014-15 (used for installation of rubber speed cushions and associated signage, pavement striping and pavement legends.)
6) $42,452.58 - Water Pollution Control Plant Fund, Account No. 593-52-246, allocated in FY 2009-10 (used for sewer-related items)
7) $188,221.99 - Measure B Funds, Account No. 144-38-341, allocated in FY 2012-13
