[DRAFT] RESOLUTION Increasing the Reward Amount to $_______ for the Identification Leading to the Criminal Charging of the Individual(s) Involved in the Homicide of Joel Ramirez, a San Leandro Resident, on December 14, 2014 at 444 Kenilworth Avenue and Approve an Appropriation of General Fund Economic Uncertainty Reserves to Fund the Additional Reward Amount

 

Body

WHEREAS, in a civilized society there is little that offends common decency more than the blatant act of murder.  Just such an act was perpetrated in the early morning of December 14, 2014 when Joel Ramirez, a 21 year-old San Leandro resident, was killed while seated in his car in the driveway of his residence at 444 Kenilworth Avenue; and

 

WHEREAS, a City is authorized by Government Code section 53069.5 to offer and pay a reward for information leading to the determination of the identity and the apprehension of, any person whose willful misconduct results in injury or death to any person or who willfully damages or destroys any property; and

 

WHEREAS, since the February 17th, 2015 meeting where the original reward was approved by Council, no person(s) has met the requirements to receive the $25,000 reward. 

 

NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:

 

1.                     The City Council of the City of San Leandro hereby offers to pay a reward of $_______ to any person(s) who provides information leading to the determination of the identity of, the apprehension of, and the criminal charging of any person(s), whose willful misconduct resulted in the homicide of Joel Ramirez, a San Leandro resident, on December 14, 2014.  The reward will be paid upon verification that a factual report was made to law enforcement officials, which leads to the identity and criminal charging of the person(s) responsible for the crime.  If more than one person provides factual information to law enforcement officials, which leads to the identity and criminal charging of the person(s) responsible for the crime, the reward will be paid to the person who provides information to law enforcement officials first, as determined in official documents of the homicide investigation.  The Police Chief shall determine the right to receive the award based on the foregoing.

 

2.                     The City Council of the City of San Leandro approves of the appropriation of General Fund economic uncertainty reserves to General Fund account # 010-14-015-5890 to fund the additional reward amount.
