SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve a resolution authorizing the City Manager to execute an agreement with Strategic Products and Services, LLC (formerly ExtraTeam) to install and configure upgraded network infrastructure. The contract is in the amount of $144,646.95.

BACKGROUND

The City of San Leandro's Internet network infrastructure needs replacement. This project would install new hardware that would allow the City to increase its Internet bandwidth to 10 gigabits per second (10 Gbps).

Analysis

Cloud computing applications have increased the City's Internet bandwidth requirements and future applications are expected to continue increasing these demands. While the City has built out a state-of-the-art fiber optics network, its internal Internet hardware has not kept pace.

The proposed project represents a complete upgrade of the City's Internet network architecture in order to maximize the City's significant investments in fiber optics technology.

The new design will increase bandwidth capacity to 10 gigabits per second while lowering the cost of Internet service by aggregating traffic onto one connection. The new design would be fully redundant, with primary and secondary Internet connections, capable of withstanding multiple types of failures.

Staff worked closely with consultants at ExtraTeam (acquired by Strategic Products and Services, LLC in March, 2015) to determine the network design. ExtraTeam has a long history of successful information technology projects with the City. Based on their extensive knowledge of the City's network topology and the overall quality of their design, which met all of the City's requirements, staff recommends that the City Manager award the professional services portion of the contract, valued at $22,520.00 to ExtraTeam.
