Staffreport

SUMMARY AND RECOMMENDATIONS

Staff recommends approval of an appropriation of $60,000 from the Measure B Bicycle and Pedestrian Fund for the subject project.

BACKGROUND

Construction work on the West Juana Pedestrian Improvement Project is nearly complete.  This project included two construction contracts, one for installation of electronic bicycle lockers at the Downtown BART station on San Leandro Boulevard and one for the construction of sidewalk bulb outs, decorative crosswalks, and storm drain work on West Juana Avenue, an important connector street between the Downtown BART Station and Downtown San Leandro. This project is listed as a high priority in the San Leandro Bicycle and Pedestrian Master Plan and is consistent with the City’s Transit Oriented Development (TOD) Strategy.  The project is primarily funded by a Measure B Bicycle/Pedestrian Countywide Discretionary Funds grant, a Regional Measure 2 (RM2) grant and a Transportation Fund for Clean Air (TFCA) grant the total of which cover 78% of the project cost.

The electronic bicycle locker work was bid first, is complete, and has been accepted.  The streetscape work was bid second and came in higher than budgeted.  In order to bring the project cost to within the budget, proposed pedestrian level street lights were removed from the streetscape construction contract.  This change allowed us to award the contract with a 12% contingency in our budget, slightly less than our typical contingency of 15% for this type of work.  The new pedestrian level street lights will be proposed for future grant funded projects and in the interim the existing lighting was upgraded with brighter bulbs.

In the course of the streetscape construction, several unexpected conditions were discovered. Buried concrete slabs, unmarked and abandoned underground utilities, and unexpectedly thick roadway pavement were encountered.  Resolution of these items, particularly removal of the thick roadway pavement will exceed our contingency and can’t be accomplished within the current budget.

Analysis

Staff believes that the negotiated additional compensation for the unexpected conditions described above is fair to both parties, and requests that an additional appropriation of $60,000 be made from Measure B Bicycle and Pedestrian Funds to complete the construction of the subject project.  This appropriation will allow the work to be completed and accepted soon thereafter.
