SUMMARY AND RECOMMENDATIONS

 

Staff recommends acceptance of the work by Chrisp Company, filing of the Notice of Completion, release of the performance and payment bonds, and release of the maintenance bond upon completion of the one-year maintenance period.

 

BACKGROUND

 

This project installed striping, pavement markings and signs to create bike lanes and bike routes in accordance with the San Leandro Bicycle and Pedestrian Master Plan in the portion of San Leandro east of the BART tracks.  As a result, bicyclists now have an improved network of bikeways for traveling within the easterly portion of San Leandro. The subject project added 2.3 centerline miles of Class II bike lanes and 10.5 centerline miles of Class III bike routes.  There are now approximately 21 centerline miles of bike lanes and 14 centerline miles of bike routes in San Leandro. Based on the completion of the subject project, about 75% of the bike lanes and 60% of the bike routes programmed in the San Leandro Bicycle and Pedestrian Master Plan have been installed.

 

As part of this project, green bike lanes, which enhance safety for bicyclists at busier intersections, were installed for the first time in San Leandro.   Bike lane buffers were also installed where there was adequate space to help separate bike lanes from the adjacent vehicular travel lane.

 

Analysis

 

The work was inspected and complied with the contract documents and City standards.  Construction is now complete.

 

Previous Actions

 

                     On February 7, 2011, the City Council adopted the current Bicycle and Pedestrian Master Plan.

                     On April 6, 2015, by Resolution No. 2015-072, the City Council awarded the construction contract for the San Leandro Bikeway East Improvements Project, Project No. 2013.0160.

 

Applicable General Plan Policies

 

This action is consistent with Bicycle and Pedestrian Circulation Goal No. 14 of the General Plan and Action Item 14.01-A:  Maintain and implement a Citywide Bikeway Plan

 

Environmental Review

 

This project is categorically exempt from California Environmental Quality Act (CEQA) per Section 15301 - Existing Facilities.  The Notice of Exemption was filed with the Alameda County Recorder’s Office on November 7, 2014. 

 

Fiscal Impacts

 

The total project cost is $370,940, which includes design, construction, and construction management.  The total cost includes $32,026 of bikeway striping and signage constructed by American Asphalt under the 2014-15 Annual Street Sealing contract.

The construction bids for this project came in lower than expected, and the budget surplus was used to help fund other projects related to pedestrian improvements as follows: 

 

$31,000 for the Hesperian Springlake Railroad Crossing Improvements Project

$120,000 for the APS (Accessible Pedestrian Signals) Project

 

Budget Authority

 

1)                     $500,940.00 - Measure B Funds, Bikeway Network East Construction, Account No. 144-36-299, allocated as part of the FY 2012-13 budget

3)                     $46,800.00 - Measure B Funds, Annual Bicycle and Pedestrian Improvements, Account No. 144-36-298, which is a portion of the $60,000 allocated as part of the FY 2011-12 budget
