SUMMARY AND RECOMMENDATIONS

 

Pursuant to the California Beverage Container and Recycling and Litter Reduction Act, the Department of Resources Recycling and Recovery (CalRecycle) is required to distribute funds to eligible cities for beverage container recycling and litter cleanup activities. 

 

Staff recommends that the City Council approve the attached resolution which will allow the City to apply for future Beverage Container Recycling City and County Payment Program funds.  The resolution designates the Public Works Director the authority to implement and carry out the purposes specified in the funding request.

 

BACKGROUND

 

The Department of Resources Recycling and Recovery (CalRecycle) administers the California Beverage Container Recycling and Litter Reduction Act (Act), which appropriates funds to cities and counties for beverage container recycling and litter cleanup activities.  The fundamental goal of the Act is to reach and maintain high recycling rates for all California Refund Value beverage containers - aluminum, glass, plastic and bi-metal, thereby reducing the beverage container component of litter in the State. 

 

Awards from previous Beverage Container Recycling City and County Payment Program (Payment Program) grants have been used to fund public education outreach pieces that promote beverage container recycling, in addition to funding the purchase of recycling containers for parks, City facilities and small businesses.  The Payment Program has also been the primary source of funding for litter abatement activities on Interstate 880.  The highway is cleaned four times per month, north and southbound between the Floresta Boulevard overcrossing and the Davis Street exit, including the Marina Boulevard and Davis Street on and off-ramps.  Funding from the source is critical to maintain current cleanliness standards on the highway. Revenues from the Program have averaged $24,000 annually in the past years.

 

Previous Actions

 

                     Resolution No. 2000-62 authorizing the one-time submittal of a funding request form to the California Department of Conservation, Division of Recycling for, Beverage Container Recycling and Litter Reduction funds.

 

                     Resolution No. 2001-51 approving annual submittal of a funding request form to the California Department of Conservation, Division of Recycling, for California Beverage Container Recycling and Litter Reduction funds.
