SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council accept the work and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds and release the maintenance bond upon successful completion of the one-year maintenance period.

 

BACKGROUND

 

The project installed a new traffic signal system with protected left turn signal heads for northbound and southbound Washington Avenue, and improved pedestrian accessibility at each corner of the intersection. In addition, safety lights were also installed over the crosswalks to improve lighting for pedestrians. Accessible Pedestrian Signal (APS) push buttons were installed to assist pedestrians who are sight and/or hearing impaired.

 

The new signal is expected to reduce collisions at this intersection, while enhancing overall safety of both pedestrians and motorists.  This project was partially funded with a grant from the 2010/11 cycle of the Highway Safety Improvement Program.

 

Analysis

 

Columbia Electric, Inc., a San Leandro based company, has completed the construction.  The work was inspected and found in compliance with the contract documents and City standards.

 

With the successful implementation of this project, the City has improved safety for motorists and pedestrians. The project has generally helped to enhance public safety.   

 

Previous Actions

 

                     On May 20, 2013 by Resolution No. 2013-066, the City Council executed a Program Supplement Agreement to receive federal funds for this project.

                     On June 15, 2015 by Resolution No. 2015-109, the City Council awarded a contract for construction of the work to Columbia Electric, Inc.

 

Applicable General Plan Policies

 

                     This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action Item 16.03-A:  Funding for Maintenance.

                     This action is consistent with Traffic Safety Goal No. 18 of the General Plan and Action Item 18-02.

 

Environmental Review

 

This project was deemed categorically exempt from CEQA per Section 15301(c) - Existing Facilities.  A Notice of Exemption was filed with the County Recorder on May 5, 2015.

 

Summary of Public Outreach Efforts

 

The bidding opportunity for this project was advertised in the Daily Review as well as in three other newspapers whose circulation reflects the diversity of San Leandro.  Properties adjacent to the work received door hangers during construction with the construction schedule and project staff contact information.

 

Fiscal Impacts

 

A summary of the construction contract with Columbia Electric, Inc. is below:

                     Total Contract Amount                     $269,441.00

 

The total cost of this project was $399,694.00, including design and construction administration. 

 

Budget Authority

 

The project was funded as follows:

 

                     Federal Grant funds (allocated in FY 2011-12)                     150-28-190                     $373,300.00

                     DFSI funds (allocated in FY 2011-12)                     120-28-190                       $41,532.00

 

Approximately $15,000 in unspent funds from the Development Fees for Street Improvements (DFSI) fund will be returned to fund balance and made available for other projects.
