The meeting was called to order at 8:32 a.m.

2. DISCUSSION ITEMS
2. A. Tobacco Retail License
San Leandro does not currently have a Tobacco Retail ordinance and retail tobacco sales are therefore governed by state law. Interim Chief Tudor presented a draft ordinance for San Leandro and provided details of the ordinance as drafted by the City Attorney. Details included the application process, enforcement and compliance monitoring, license revocation and appeals.
Councilmember Thomas suggested adding teeth to the ordinance by increasing fines, license suspension for violations, increasing sales prices and regulating tobacco flavors.
They Mayor and Councilmember Cox suggested implanting fines after the first violation rather than imposing a fine without notice.
The City Attorney will return to a future Rules Committee with additional information on more stringent enforcement, and regulating price/flavors of tobacco products.

2. B. Arts Program Update
Jeanette Dong provided a brief update on the Public Arts Master Plan.
Cynthia Battenberg also provided an overview on existing and planned art projects in San Leandro.
Recommendation: Comprehensive Report to full Council
2. C. Councilmember Handbook Review
The committee will review the handbook Section 1-4 and return to the next Rules Committee with comments/edits.

The Committee scheduled the following items for the June 27, 2016 Rules Committee: Chinese Name, Tenant Relocation Assistance, Leaf Blower Ordinance, Councilmember Handbook (Sections 1-4)
