SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council accept the work for the Thrasher Park Play Equipment and Fence Project and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds and release the maintenance bond upon successful completion of the one-year maintenance period.

 

BACKGROUND

 

This project replaced the existing dated play structure with new age-appropriate play structures and resilient rubber ground surfacing within the existing play area perimeter.  The new equipment is compliant with State of California safety regulations for playgrounds and meets accessibility provisions of the Americans with Disabilities Act (ADA).  To improve safety and prevent foul balls from leaving the ball field, the project also replaced six-foot tall sections of the ball field perimeter fence adjacent to the play area with ten-foot tall fence sections. Also, consistent with the Citywide ADA transition plan, the project upgraded the park furniture in the play area vicinity to meet ADA standards.  Post-construction photographs of the new park equipment are included as an attachment to this report.

 

Analysis

 

Construction is complete. The work was inspected and deemed to comply with the contract documents and City standards.  The contractor has submitted a maintenance bond that meets the requirements of the contract.

 

Significant funding for this project was provided through a grant from the California Department of Housing and Community Development. The award amount was based on successful completion of affordable housing projects in the City of San Leandro.

 

Previous Actions

 

                     On February 16, 2016, by Resolution 2016-017, the City Council awarded a construction contract to Breneman, Inc.

                     On March 2, 2015, by Resolution No. 2015-058, the City Council allocated funds for the design and construction of the Thrasher Park Play Structure Replacement Project.

                     On December 1, 2014, by Resolution No. 2014-132, the City Council authorized the City Manager to Execute a State Standard Agreement with the California Department of Housing and Community Development for a Housing-Related Parks Program Grant in the Amount of $1,376,600.

                     On January 6, 2014, by Resolution No. 2014-004, the City Council authorized the City Manager to Submit an Application for Housing-Related Parks Program Grant Funds.

 

Applicable General Plan Policies

 

This project is consistent with General Plan Goal No. 21 - Rehabilitation of Existing Parks: Maintain and improve San Leandro’s existing parks and recreational facilities

Environmental Review

 

This project is categorically exempt from the California Environmental Quality Act (CEQA) per Section 15301(c) - Existing Facilities.  A CEQA Categorical Exemption for this project was filed with Alameda County on March 26, 2015. 

 

Permits and/or Variances Granted

 

A City of San Leandro Building Permit was obtained for this work.

 

Code Compliance Review

 

A City of San Leandro Building Permit was obtained for this project under the 2013 San Leandro Building Code based on the 2012 International Building Code.

 

The Play Structure Equipment was inspected and certified compliant with State of California safety regulations for playgrounds and meets accessibility provisions of the Americans with Disabilities Act (ADA).

 

Summary of Public Outreach Efforts

 

                     The Notice to Bidders was published in the Daily Review and also in the South County Post, Visión Hispana, and the World Journal.

                     Notices were issued to twenty-one builders’ exchanges and construction data firms as well as a list of contractors that have asked to be notified of bidding opportunities via email about the advertisement of the subject project.

                     The project is described on the Engineering and Transportation Department website.

                     Recreation and Human Services Department held two public meetings to gather public input on this Thrasher Park project; the meetings were held on September 10, 2015, and September 16, 2015.

 

Fiscal Impacts

 

The total project cost was $255,000.00, which included design, construction management, inspection, and construction.
