SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve a resolution to appoint new and reappoint existing Bicycle and Pedestrian Advisory Committee (BPAC) Members.

BACKGROUND AND ANALYSIS

In December 2009, the City established a BPAC on a temporary basis that successfully guided staff and consultants over nine months to update the Bicycle and Pedestrian Master Plan (Plan). The City Council eventually adopted the Plan on February 7, 2011 and also established the BPAC as a permanent committee to continuously guide the development and implementation of the City's Plan. With establishment of the BPAC, a consistent and systematic review process became available to ensure that bicycle and pedestrian issues are addressed and options developed in a timely fashion for network expansion. An established BPAC in San Leandro helps us implement our Complete Streets Policy and also meets Alameda County Transportation Commission (ACTC) funding requirements that the public have the opportunity to comment on how Measure B and Measure BB Bicycle and Pedestrian funds are allocated.

Of its eleven members, the BPAC currently has five vacancies. Based on a recent recruitment effort, staff recommends that the City Council reappoint the six existing members and appoint five new members to serve on the BPAC. The City also sends one of the current San Leandro BPAC representatives to the BPAC for the Alameda County Transportation Commission. The following residents of San Leandro are recommended for appointment or reappointment to the BPAC:
