SUMMARY AND RECOMMENDATIONS

 

Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing the City Manager to release the performance and payment bonds, and to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.

 

BACKGROUND

 

On July 27, 2015, by Resolution No. 2015-144, the City Council awarded the construction contract for the subject project to DeSilva Gates Construction, L.P. The project reconstructed the asphalt concrete section of the roadway, replaced traffic lane stripes and installed enhanced green bike lane stripes at major intersections within the project limits from Williams Street to Hudson Lane/Polar Way. In addition, the project upgraded substandard curb ramps at San Leandro Boulevard intersections at Castro Street and at Harlan Avenue. The project also installed rectangular rapid flashing beacons on the crosswalk at the intersection of San Leandro Boulevard and Castro Street and repaired failed sanitary sewer lines within the project limits.

 

Approximately one half of the funds for this project were provided by a Federal grant; the City has now met its grant obligation with the construction of the project.

 

Analysis

 

The project construction has been completed in accordance with the contract documents and City standards. 

 

The project improved San Leandro Boulevard’s Pavement Condition Index (PCI) from 45 to a PCI of 100 which is that of a new road.  The pavement rehabilitation was completed by milling off the old surface and replacing with new asphalt concrete. The project was not subject to the San Leandro Local Business Preference and Participation Ordinance due to funding by a federal grant, which contains requirements and restrictions as to the funds use, per San Leandro Municipal Code section 1-6-225(c)(1)(ii).

On April 15, 2013, by resolution 2013-049, City Council authorized filing an application for federal funding for this project.

 

On July 27, 2015, by Resolution 2015-144, City Council Awarded a Construction Contract to DeSilva Gates Construction, L.P.

 

Applicable General Plan Policies

 

This action is consistent with Streets and Highways Goal No. 16 of the General Plan and Action Item 16.03:  Regularly maintain City streets and traffic control devices to ensure that streets operate safely and efficiently.

 

Environmental Review

 

This project is categorically exempt from the California Environmental Quality Act (CEQA) per Section 15301(c) - Existing Facilities.  A NEPA Categorical Exemption for this project was approved by Caltrans Local Assistance on January 12, 2015. 

 

Summary of Public Outreach Efforts

 

The contractor distributed flyers to properties along the street and placed changeable message signs on the road informing the public of the schedule for the work a week before starting work.

 

This project was posted on the City’s website and advertised on May 14, 2015 in the Daily Review as well as three other newspapers whose circulation reflects the diversity of San Leandro.  Notification of this bid opportunity was also sent to local Builder’s Exchanges as well as contractors who registered with the City to be informed of bidding opportunities. 

 

Fiscal Impacts

 

The total project costs are $1,370,000 including design, construction, construction management, and inspection.
