SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council accept the work by Robert A. Bothman Construction for the Siempre Verde Park Rehabilitation Project and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds, and release the maintenance bond upon successful completion of the one-year maintenance period.

 

BACKGROUND

 

On September 8, 2015, by Resolution No. 2015-161, the City Council awarded the construction contract for the Siempre Verde Park Rehabilitation Project to Robert A. Bothman Construction.  The project rebuilt the entire park, which now includes an age 2 to 5 play structure, an age 5 to 12 play structure, a four-user swing set, two picnic areas with barbeque facilities, restroom building, exercise stations, two basketball half-courts, two ping pong tables, a quiet garden for relaxation or Tai Chi, nine bike racks, and a games table area.

 

The project also installed lawn areas for casual outdoor play or picnics, planted approximately eighty trees and hundreds of small plants and shrubs, and constructed accessible pedestrian pathways throughout the park. All lawn, tree selection, and planting complied with Bay-Friendly landscaping guidelines for lower maintenance and drought-resistance.  An irrigation well, constructed within the storage area of the restroom building, is used for both irrigation and non-potable uses inside the restroom.  The park lighting, including the lights at the restroom, utilize LEDs, which are energy efficient and last a longer time as compared to conventional bulbs.  Two bio-retention areas were constructed to treat and clean storm water before it enters the City’s storm drain system.

 

This project was funded with Park Impact Fees collected from new housing developments, Measure HH revenue, and a grant from the State Department of Housing and Community Development.  The project has transformed an outdated park from 1959 into an active space that the entire community can enjoy.  The new park uses less water and electricity than the old park and the irrigation water is supplied from an onsite well allowing sustainability during times of drought.

 

Analysis

 

The construction contract is complete, and the work complies with the contract documents and City standards.

Previous Actions

 

                     On December 19th, 2016, the City Council approved Amendment No. 1 in the amount of $21,669.15 to a Consulting Services Agreement with Harris Design for support services related to the subject project

                     On January 4th, 2016, by Resolution 2016-002, the City Council appropriated $381,200.00 in grant funds for the construction of the subject project and returned the same amount of General Funds to the fund balance

                     On September 8th, 2015, by Resolution 2015-161, the City Council awarded a construction contract for the subject project to Robert A. Bothman Construction for $2,233,862.50 and authorized the City Manager or his designee to negotiate and approve changes orders up to $558,465.63 to complete the project

                     On July 20, 2015, by Resolution 2015-136, the City Council approved a consulting services agreement with Harris Design for $60,335 to provide support during the construction phase of the subject project

                     On March 2, 2015, by Resolution No. 2015-058, the City Council allocated funds for the design and construction of the Siempre Verde Park Rehabilitation Project and approved a Consulting Services Agreement with Harris Design of $212,235 for the development of construction-ready plans and specifications for the subject project

                     On December 1, 2014, by Resolution No. 2014-132, the City Council authorized the City Manager to Execute a State Standard Agreement with the California Department of Housing and Community Development for a Housing-Related Parks Program Grant in the Amount of $1,376,600

                     On January 6, 2014, by Resolution No. 2014-004, the City Council authorized the City Manager to Submit an Application for Housing-Related Parks Program Grant Funds

Environmental Review

 

This project is categorically exempt from CEQA per Section 15268 of the CEQA guidelines.  The Notice of Exemption was filed with the Alameda County Recorder on December 16, 2010.

 

Summary of Public Outreach Efforts

 

During the development of the master plan, the Recreation and Human Services Department held the following meetings to gather public input on Siempre Verde Park:

During the detailed design phase, the project was described on the Engineering and Transportation Department website, presented at the town hall meeting for Council Districts 1, 2, and 5 held on May 11, 2015, and also at a community meeting on July 9, 2015 which was hosted by the Recreation and Human Services Department.  Both meetings were advertised on Nextdoor.

 

The Notice to Bidders was published in the Daily Review, the South County Post, Visión Hispana, and World Journal.  Staff also notified twenty-one builders exchanges and construction data firms as well as a list of contractors that have asked to be notified of bidding opportunities via email about the advertisement of the subject project.

 

Prior to start of construction, 8’-wide by 4’-high project information signs were installed along Park Street near the north corner of the Siempre Vere Park and also in the landscaped area along San Leandro Blvd west of the park.  Residents were also notified via Nextdoor of the construction phase approximately one month prior. 

 

The park rededication ceremony on October 1, 2016 was advertised in the San Leandro Times and on social media sites, such as Facebook and Nextdoor.  Banners were posted at Siempre Verde Park and also at the Main Library about the event.  Recreation and Human Services staff went door-to-door in the adjacent residential neighborhood to distribute flyers in English, Chinese, and Spanish about the park rededication.  Approximately 800 people attended the park rededication ceremony.

 

Fiscal Impacts

 

The total project cost was $3,063,201.89, which includes design, construction, and construction administration.
