Mayor Pauline Cutter called the meeting to order at 4:00 p.m.

2.                     DISCUSSION ITEMS

 

2.A.                     Discussion Regarding MacArthur Blvd/Superior Ave Traffic Roundabout

 

Associate Engineer Kyle Lei presented an update on the MacArthur Blvd/Superior Ave Traffic Roundabout project. 

Mayor Cutter expressed concerns regarding bicyclists and pedestrians in close proximity to each other on the sidewalk as well as the crosswalk east of the roundabout that crosses on-coming traffic from vehicles exiting the freeway.  To prevent an accident, she prefers locating the crosswalk elsewhere, and providing better accommodation for bicyclists in the design.

 

Councilmember Lopez  commented that at a 2016 community meeting, 30 out of 32 residents wanted speed bumps installed on Superior Ave.  Committee expressed a desire for MacArthur/Superior roundabout to be built well and to accommodate all users to gain residents’ support for future roundabouts.

 

Councilmember Lopez inquired about the possibility of using redevelopment funds to install traffic signals instead of a roundabout so that bicyclists will not have to share the sidewalk. 

 

K. Cooke suggested staff research ROW requirements for an alternative design that better accommodates bicycles including the purchase of property from Caltrans. 

 

J. Kay stated that staff would need to study the feasibility of using these funds to install traffic signals since redevelopment funds were returned to the City specifically for a roundabout project.

 

Member of the public S. Hufstader commented that the current design concept will benefit bicycles since the left turn off Foothill Blvd is already a difficult maneuver. Forcing bicyclists to dismount would be problematic.  She observed that if the goal is to have bikes on the street, then a slip lane is a problem.  If the goal is to have bikes on sidewalk away from traffic, then space is a problem. She suggests a separate bikeway on the same grade as the sidewalk using paving separators. 

 

Mayor Cutter expressed her appreciation for the work staff has put into this current design. 

 

Committee requests to staff:

-                     K. Lei to provide Mayor Cutter with a dimensioned drawing of the latest concept; she will email it to the Mayor of Carmel, Indiana. This locale has many roundabouts that the City’s design can be compared to.

-                     Revise design for May 3rd meeting. Further presentation at public meetings to follow.

-                     Project consultant to attend future Committee meetings.

 

2.B.                     Project Updates

a.                     Street Rehabilitation Projects:

                     Overlay/Rehab 15-16 to be complete by end of April. 

                     Street Sealing 16-17: 25 street segments in the Manor Blvd. area will start mid-summer.

                     Finishing plans for 15 streets in Overlay/Rehab 16-17; construction to begin in July. 

 

b.                     Traffic Safety Education

c.                     Bike to Work Day on May 11, 2017

d.                     Update on City Projects

 

Committee requests to staff:

-                     A. Osakwe will post a complete list of street segments scheduled for resurfacing on City website when design phase is complete, per Councilmember Lopez’ request.

 

-                     Recommend that staff do quality control on street seal projects; Councilmember Lopez mentioned a rut on Best Avenue and asked if seal is under warranty.   

 

2.C.                     Discussion Regarding Future Agenda Items - 1:06:58

 

a.                     City Camera Systems

                     K. Cooke solicited topic points from the Committee in regards to retention and maintenance of images captured by City cameras.

                     Retention policy for pedestrian safety issues.  K. Cooke will investigate and status report given at the May Facilities and Transportation meeting.

b.                     Bike to Work Day

c.                     Fiber Master Plan

d.                     I-880 Landscaping

                     ACTC funding agreement will go to Facilities Committee first, then to Council.

e.                     East Bay Greenway

                     Councilmember Lopez commented that a member of the public has questions regarding her student college thesis on the project.  K. Cooke to review responses with the Committee.

 

Per J. Kay, defer Bal Theatre to June meeting.

 

Committee request for staff:  Add body cameras to the list of City Camera Systems.  Add cameras to the BRT line and then include on list.
