Staff Report for Amendment to Agreement with MV Transportation for Paratransit Services

SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council authorize the City Manager to execute an amendment to the Non-Professional Services Agreement between the City of San Leandro and MV Transportation, Inc. The amendment extends the current agreement for the operation of the FLEX Shuttle -- the City's Paratransit Transportation Program -- for one year, continuing service through June 30, 2018.
BACKGROUND
The City of San Leandro has contracted with MV Transportation, Inc. since 2003 to provide transportation services for the FLEX Shuttle Paratransit program. Funding for this program is allocated through the Alameda County voter-approved Measures B and BB. In November 2016, Council approved an agreement to provide paratransit services from November 1, 2016 - June 30, 2017. Based on the evaluations and service provided, staff recommends amending the contract to extend the services provided from July 1, 2017 - June 30, 2018.
The City of San Leandro currently contracts with MV Transportation, Inc. to provide two shuttles and the corresponding drivers to operate the program alongside a North Route and South Route within San Leandro. The shuttle service runs regular service hours from 9:00 a.m. - 5:00 p.m. Monday - Friday and is non-operational for City holidays. The FLEX Shuttle program is open to San Leandro residents who are 60 years and older or at least 18 years old and East Bay Paratransit certified. Currently, there are 280 valid annual memberships for the FLEX Shuttle.
The goal of the FLEX Shuttle Program is to deliver quality, on-time paratransit shuttle services to San Leandro residents, inclusive of proper customer service, appropriate vehicle maintenance, and necessary adjustments to improve service.
