RESOLUTION Approving the City of San Leandro U.S. Department of Housing and Urban Development (HUD) Final FY 2017-2018 Annual Action Plan (implements the Housing and Community Development Strategies of the FY 2015-2019 Consolidated Plan and authorizes the execution of all related documents by the City Manager and submission of the Action Plan to HUD)

WHEREAS, through provisions of the Housing and Community Development Act and the National Affordable Housing Act (the “Acts”), the federal government makes block grant funding available to local communities for housing and community development activities; and
WHEREAS, the City of San Leandro adopted, by Resolution No. 2015-0080 on April 20, 2015, the FY 2015-2019 Consolidated Plan to implement the goals identified in the Acts; and
WHEREAS, an Annual Action Plan (referred to hereinafter as “the Plan”) was prepared reflecting the activities that the City proposes to fund and implement during FY 2017-2018, a copy of which is attached hereto; and
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has not yet provided the City with its FY 2017-2018 Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) entitlement grant allocations due to federal budget appropriation delays; and
WHEREAS, the City of San Leandro held at least two public hearings, solicited public comment for thirty days by publishing a summary of the Plans in the newspaper and by making the Plan available for review at City Hall, in the City Clerk’s office and the Community Development Department, in the Main Library, and on the City's website; and
WHEREAS, all public comments received, if any, were considered in the contents of the Plan; and
WHEREAS, the City Manager recommends execution and submission of said Action Plan with Certifications as attached.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of San Leandro hereby:
1. Approves the attached FY 2017-2018 Annual Action Plan, including requisite Certifications;
2. Authorizes the City Manager to execute and submit the FY 2017-2018 Annual Action Plan and all related documents to the FY 2017-2018 Annual Action Plan and, if necessary, the contingency provision to proportionately increase or decrease CDBG and HOME funding based on actual HUD allocations, on behalf of the City of San Leandro to the U.S. Department of Housing and Urban Development (HUD) within sixty days of the date the CDBG and HOME allocations are announced, or no later than August 16, 2017.
