SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council authorize the City Manager to execute a Non-Professional Services Agreement with Adopt a Highway Litter Removal Service of America, Inc. in an amount not to exceed $59,976 for a two-year term to provide weekly litter abatement on north and southbound Interstate 880, from JCT 238 to the Oakland City border, including on- and off-ramps.
BACKGROUND
The California Department of Resources Recycling and Recovery (CalRecycle) issues annual grants for litter abatement and to encourage bottle and can recycling. The Public Works Department has utilized these funds to remove litter on north and southbound Interstate 880, from JCT 238 to the Oakland City border, including on- and off-ramps. Removed materials from the adopted two-mile stretch of highway are taken to Alameda County Industries in San Leandro for sorting and recycling
Public Works issued Bid No. 16-17.030 for the litter abatement contract. One bid was received on or before the submittal deadline from Adopt a Highway Litter Removal Service of America, Inc. for $59,976. The resolution, if passed, will approve litter removal services for a period of two years, ending June 30, 2019.
Fiscal Impacts
The litter removal service will cost $2,499 per month for a total cost of $59,976 for two years. A grant from CalRecycle will fund the service.
Budget Authority
Staff will request a purchase order for $22,491 (service for October 2017 through June 2018) for account 594-41-205-5190. There is funding in the 2017-18 fiscal year budget for this contract.
