RESOLUTION to Authorize Appropriation of Supplemental Law Enforcement Services Fund (SLESF) Balance to the SLESF Operating Expenditures budget for 2017-2018.

 

Body

WHEREAS, the Police Department has multiple projects it needs to fund with money from the SLESF (aka “Frontline”) Fund; and

 

WHEREAS, the “Frontline” Fund account is a special reserve account to fund police-specific needs, like equipment, supplies, or services that comply with the State of California’s Grant Guidelines; and

 

WHEREAS, this appropriation of funds will supply police officers with the equipment, supplies, and services necessary for conducting law enforcement activities that are not currently budgeted in the General Fund.

 

NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE that appropriations from the SLESF (“Frontline”) fund shall be as follows:

 

1.                     $50,000 bullet resistant vest purchase;

 

2.                     $25,000 for secure storage of rifles and related equipment;

 

3.                     $15,000 police K9 equipment and training needs;

 

4.                     $60,000 for records management software;

 

5.                     30,000 for digital evidence storage for the SLPD Jail van video and other miscellaneous technology upgrades;

 

6.                     $25,000 to implement a pilot fitness testing and health promotion program;

 

7.                     $6,000 for professional development to send Crisis Intervention Stress Management (CISM) team members to the COPS National Conference on Law Enforcement Wellness and Trauma in Texas;

 

8.                     Total SLESF (“Frontline”) Appropriation Requested:  $211,000
