SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council approve the resolution authorizing acquisition of a replacement fire ladder truck.  The resolution authorizes the City Manager to execute the purchase agreement and other documents necessary to finance the acquisition.

 

BACKGROUND

 

The City's contract with the Alameda County Fire Department (ACFD) for fire services includes provisions for City ownership of all fire facilities and equipment, including fire engines.  Currently, the apparatus in City service includes five engines and two ladder trucks.  The 2017-18 Fire Service Budget approved by the City Council included the replacement of a ladder truck based at Station 12.  The fire truck will replace a 1996 model, which the City acquired in 1996. 

 

ACFD recently completed a competitive bid for multiple fire engines.  Under State law, other local agencies can utilize ACFD’s bid to acquire their own equipment.  ACFD developed the specifications for the equipment, which meet all safety and environmental requirements of the City. 

 

Through this “piggy-back” procurement on ACFD's bid and contract with Pierce Manufacturing, the City will meet its equipment requirements and maintain consistency with equipment currently in use.  For these reasons, staff recommends that the City acquire a new fire truck utilizing ACFD's bid. 

 

Analysis

 

The bid price for the Pierce Fire Ladder Truck is not to exceed $1,260,000, which includes costs for inspection, delivery, and sales tax.  The fire truck’s price is based on a competitive bid obtained by the Houston Galveston Area Council.

 

Pierce expects to deliver the Fire Truck within 425 days of receiving payment.

 

Fiscal Impacts

 

The total cost including inspection, delivery, performance bond, and sales tax is approximately $1,260,000.  After receiving the Fire Truck in early 2019, staff expects to purchase approximately $200,000 of equipment to install on the vehicle.  Staff will draft a separate resolution for the additional equipment.

 

Budget Authority

 

Acquisition cost for the Fire Truck and equipment is provided in the City’s 2017-18 Adopted Budget, account number 010-23-002-7510.
