Staff Report for an Update on the Bicycle and Pedestrian Master Plan

SUMMARY AND RECOMMENDATIONS
A draft 2017 Bicycle and Pedestrian Master Plan was released to Bicycle and Pedestrian Advisory Committee (BPAC) and the general public for review on Friday, November 3, 2017. A BPAC meeting was held on Tuesday, December 5, 2017 to review the Plan. Staff provides the project update and the timeline in this report.
BACKGROUND
Staff, Alta Planning + Design, Inc., and the BPAC have continued to work on the update of the 2010 Bicycle and Pedestrian Master Plan (BPMP). The BPAC met on Thursday, February 23, 2017, in the Civic Center and Thursday, May 4, 2017, at 6:30 p.m. in the Marina Community Center. Both BPAC meetings were combined with an open house to provide an educational opportunity for residents and community members about the BPMP update and gather input and feedback.
Having gathered comments received from the BPAC meetings, Open Houses and various online options, Engineering & Transportation Department and Alta Planning + Design, Inc. released a draft 2017 Bicycle and Pedestrian Master Plan to BPAC and to the general public for review on Friday, November 3, 2017.

Staff will review BPAC’s preliminary comments at the Facilities & Transportation Committee meeting. The proposed timeline for the conclusion of the 2017 Bicycle and Pedestrian Master Plan is listed as follows:
November 3rd, 2017
City of San Leandro Staff release Public Draft for review, send to BPAC, post on website, and through other social media.
December 5th, 2017
BPAC Meeting at the Senior Community Center to review the draft.
Thursday, January 18th, 2018
Planning Commission Meeting: The Planning commission will review the draft released on November 3, 2017 but with additional comments received from BPAC and the General Public up to that date. This meeting may be postponed if an additional BPAC meeting is added.
Friday, January 19, 2018
City closes public comment period. City staff meets to discuss revisions before Alta produces Final Draft and City Staff deliver to Council for adoption in January or February.
Late February or early March 2018
