Mayor Pauline Cutter called the meeting to order at 4:07 p.m.

Committee members present:  Mayor Pauline Cutter, Councilmember Corina Lopez and Councilmember Deborah Cox

 

City staff present:  Senior Transportation Engineer Reh-Lin Chen, Engineering & Transportation Director Keith Cooke, Finance Director David Baum, Administrative Services Manager Kirsten Foley, Senior Engineer Austine Osakwe, Principal Engineer Michael Stella, City Engineer Nick Thom and City Manager Chris Zapata

2.    DISCUSSION ITEMS

 

2.A.   Discussion Regarding CIP Priorities and Schedules - 17-455

City Engineer Nick Thom presented information on the Capital Improvement Project program schedule for the next two years. David Baum discussed financing for the projects.

 

Committee Requests/Direction to Staff:

Councilmember Lopez asked that staff evaluate present value of borrowing money now at low rates with borrowing money later at assumed 4% interest.

 

Mayor Cutter asked that staff work with EBMUD to insure Chabot Park will be reopened.

 

Councilmember Lopez asked that staff send a second notice to Mission Bay Mobile Home Park regarding flood risk with a copy to the home owner’s association.

 

Councilmember Cox asked that staff document conversations with Mission Bay Mobile Home Park regarding flood risk.

 

Mayor Cutter asked that staff propose a new project for bicycle lockers in the downtown area.

 

Mayor Cutter asked that staff keep the public informed of progress on CIP projects.

 

Councilmember Lopez requested that staff publish a log or linear story of CIP accomplishments for the public.

 

 

2.B.    Discussion Regarding I-880 Landscaping - 17-514

Principal Engineer Michael Stella updated the Committee on landscaping improvements planned for the I-880 and Davis Street interchange overcrossing.  

 

2.C. Project Updates - 17-513

City Engineer Nick Thom updated the Committee on ongoing CIP projects.

 

 

2.C.1. MacArthur/Superior Roundabout

 

Committee Requests/Direction to Staff:

Mayor Cutter asked that staff investigate making Foothill Blvd one way north bound from MacArthur Blvd.
