Councilmember Cox called the meeting to order at 4:04 p.m.

2.    DISCUSSION ITEMS

 

2.A.   Discussion Regarding the Neighborhood Traffic Calming Program

Engineering & Transportation Director Keith Cooke presented information on the Neighborhood Traffic Calming Program.

 

Committee Requests/Direction to Staff:

Council Member Cox inquired as to cost and amount of staff time required to assess and analyze the requests; whether Dowling Blvd is currently in consideration for a streetscape project; and whether applications for grant monies for traffic calming measures have been sought.

 

K. Cooke replied that there are some grant funds available for more pedestrian and/or bicycle focused projects.

 

Council Member Lopez commended staff on level of work invested by staff in researching traffic calming and streetscapes.

 

Council Member Lopez has received feedback that flowchart and process are confusing to many and she is interested in improved outreach tools that explain the process and to potentially save staff’s time in explaining the process to residents.

 

Council Member Lopez asked if there is plan for the next traffic calming CIP project.   She requests more dialogue including information to the public regarding what will be included in the next NTCP project.  Explain level of funding, design period, provide more info regarding context of NTCP in the CIP program.

 

Council Member Lopez suggested using data from other cities to determine if San Leandro's thresholds are appropriate, too high, etc.  What are best practices in other cities that we could implement in San Leandro?

 

 

2.B. Project Updates - 17-513

City Engineer Nick Thom updated the Committee on ongoing CIP projects.  Reh-Lin Chen presented a draft scoring method for prioritizing crosswalk improvement locations.  Austine Osakwe gave an update on current street paving projects.

Committee Requests/Direction to Staff:

Council Member Lopez requested that staff contact resident at Dowling and Bancroft regarding schedule for crosswalk improvements.

 

Council Member Lopez suggested including points for locations within pedestrian zones as defined by the bicycle and pedestrian master plan when prioritizing crosswalks improvement locations.

 

2.B.3. Street Sealing

 

Senior Engineer Austine Osakwe provided a brief summary of the remaining work for the Street Sealing project.

 

2.B.4. Annual Overlay

 

Senior Engineer Austine Osakwe provided a brief update on the status of the project and reviewed the schedule for the start of the paving project.

3. PUBLIC COMMENTS

 

Public - question asked if it is possible to skip speed humps, as they have failed in the past and just use streetscape as the preferred form of traffic calming.

 

Public - What defines the neighborhood as far as consideration for NTCP?

 

4. COMMITTEE MEMBER COMMENTS

 

Council Member Lopez expressed the need to involve SLPD to increase enforcement by placing penalties for traffic violations.  Doing so will increase personal responsibility around speeding and being a good neighbor.

 

BRT steering committee meeting scheduled for October 5 that she will attend.
