SUMMARY AND RECOMMENDATIONS
There are four locations within the Water Pollution Control Plant (WPCP) that require modification or replacement of existing pipes. This project will:
• replace a failed drain line for the sludge thickening process;
• replace an above-ground sludge transfer line that was installed decades ago and was originally intended as a temporary fix, and
• in two locations, relocate several sections of existing above-ground piping to below grade in preparation for the proposed asphalt pavement replacement project at the WPCP.
The above project was competitively bid, with the low bid submitted by RTC Construction Management, Inc. in the amount of $91,818.00.
Staff recommends City Council adopt a Resolution authorizing the City Manager to approve a Non-Professional Services Agreement with RTC Construction Management Inc. for $91,818.00 for the WPCP pipe removal and relocation project.
BACKGROUND
During the recent WPCP rehabilitation and upgrade project, completed in May 2016, it was discovered that the existing thickening process drain had partially failed below ground. It was determined that a temporary fix would suffice until a separate project to replace this line could be performed; this project will replace that now-failed temporary line.
Decades ago, a below-ground sludge transfer line failed in the WPCP, and a temporary above-ground line was installed to replace it. The temporary line is well beyond its useful life and is located in an inconvenient location. This project will replace and relocate this temporary line to below grade.
In two locations, there are existing pipes that extend above ground intruding into space that is used for vehicle access in the WPCP. Because there is an upcoming pavement replacement project, this is the most cost-effective time to relocate, replace and remove this piping and allow unfettered access by large vehicles in these locations.
Analysis
The Water Pollution Control Plant provides a necessary service to the residents of the City of San Leandro. This project will provide needed improvement to the infrastructure of the WPCP, and while a small portion of this project is to improve access and appearance, staff believes those specific upgrades will improve WPCP efficiency.
If the WPCP infrastructure were to fail, the cost of temporary facilities would be significant. And because there is a project in place to replace the affected areas of asphalt paving in the WPCP, this project will be completed in the most economical way.

Environmental Review
This project is determined to be exempt under the CEQA Guidelines Section 15302, Replacement or Reconstruction.
Fiscal Impacts
This project will cost the City $91,818.00 plus any minor reasonable changes due to unforeseen conditions. The Water Pollution Control Plant’s existing Enterprise Fund budgets will cover these costs.
Budget Authority
This project was approved and funded in the 2016-17 in account 593-51-002-5240 for $85,000.00 and was carried over into 2017-18 for this project. There is adequate funding in the 2017-18 budget in the 593-51-002-5240 account for the remaining balance of $6,818.00.
