Mayor Pauline Cutter called the meeting to order at 4:14 p.m.

2.    DISCUSSION ITEMS 

17-704 Staff Update on Pedestrian Crossing Improvements 17-18

Director Keith Cooke presented an update on the Pedestrian Crossing Improvements 17-18 project.

 

Committee Requests/Direction to Staff:

Council Member Lopez requested clarification re: scoring for Pershing: updated scoring incorporates comments from a resident for Scoring Criteria K.

 

Council Member Cox: At what amount/level does Highway Safety Improvement Project (HSIP) provide grant funding?

 

Typically, HSIP funding covers 80-90% of project costs.

 

Mayor Cutter: Recommends requested locations stay on the list for future evaluation or for inclusion in grant-funded projects. Recommends sharing this presentation with City Council. Requests staff examine possibility of crosswalk across E. 14th near Sunnyside, Georgia or Cambridge to address pedestrian traffic to nearby businesses and school in addition to crossing planned for Euclid.

 

Council Member Cox: How do we make sure that residents across the City understand that this is available and how to navigate the crosswalk request process? San Leandro Boulevard at Lorraine Boulevard crosswalk was discussed in the context of complete streets.

 

Council Member Lopez: Appreciates that staff have incorporated Council feedback in revising the scoring criteria.

 

Mayor Cutter: Similar to proximity to stoplights, is proximity to enhanced crosswalks taken into consideration in evaluating locations?

 

Director Cooke requested and received the concurrence of the Facilities & Transportation Committee on the Crosswalk Ranking Criteria, Weighting and minimum score of 20 points for further consideration for improvements.  Director Cooke also reviewed that the current crosswalk project will require additional Measure B/BB funds.  These funds will most likely be backfilled with SB 1 funds.  The Mayor requested the evaluation of a crosswalk at either Sunnyside Drive, Cambridge Avenue or Georgia Way on E. 14th Street

 

17-705 Staff Update on the Bicycle & Pedestrian Master Plan Update

Senior Engineer Reh-Lin Chen presented an update on the Bicycle & Pedestrian Master Plan.

 

Committee Requests/Direction to Staff:

Council Member Lopez: Requests that staff coordinate with other significant public meetings so that interested members of the public will be informed and can make educated choices on which meeting to attend.

 

Mayor Cutter: Will concrete barriers/buffers be installed for bike lanes along Bancroft Avenue?

 

Buffers at this location will ideally be concrete however a range of option will be reviewed.

 

17-706 Project Updates 

a. Broadband Strategy/Fiber Master Plan

Chief Innovation Officer Deborah Acosta updated the Committee on the broadband strategy and fiber master plan.

 

Committee Requests/Direction to Staff:

Mayor Cutter: How can digital equity throughout the City be increased and telecom partners be engaged in that effort?  Consultant is working to help the City equitably develop its own facilities.

 

Council Member Lopez: Pre-emption - FCC would preempt the state, which would then preempt the local agencies. How do we as a City advocate for control over fiber infrastructure and spectrum?  Our Master Plan will discuss good governance and provide guidance for advocacy on the subject.

 

Requests that community workshops be planned so they don't conflict with other public meetings.

 

Council Member Cox: When referencing legislation, is that planned at the State or local level?

Ordinances and other legislation are being formulated for the Council level.

 

Council Member Cox: When will Fiber Master Plan draft be ready for review? Community workshops in January and draft will be ready in March/April.

 

Council Member Cox: What are anchor institutions?

Anchor institutions in San Leandro would be similar to Kaiser, SLUSD, BART and other possible partnerships that can be developed to share fiber infrastructure.

e.                     BAAQMD Care Areas - I-880 corridor through San Leandro; air quality monitors will be installed in this corridor to get data on air quality levels.

 

Committee Requests/Direction to Staff:

Mayor Cutter: What is status of request to ACTC re: landscaping in priority areas?

Discussion regarding priority areas is ongoing.

 

3. PUBLIC COMMENTS

Sarah Bailey:

 

Discussion regarding the north/south corridor and the east/west corridor for bicyclists. Bancroft Avenue has been emphasized by many as an ideal location for protected bike lanes to increase safety and reduce congestion as it is a route to multiple schools. This area is not on the draft plan as an area of study. Bicyclists could potentially cycle down MacArthur to Estudillo and then travel to Williams to reach the Marina.

 

Installation of protected bike lanes would slow traffic which would impact how enhanced the crosswalks would need to be to increase pedestrian safety. There is also the consideration of construction of bulb-outs as those would impede the protected bike lane.

January Committee meeting could be postponed if quorum not present.

 

Council Member Lopez: Recommends more outreach to public about upcoming agenda items for Facilities & Transportation Committee.
