Adopt an ORDINANCE Amending Title 1, Chapter 1-3, Article 15, of the San Leandro Municipal Code to Include Updated Language to the Description and Goals of the Senior Commission

The City of San Leandro does ORDAIN that Title 1, Chapter 1-3, Article 15 be amended as follows:

SECTION 1. PURPOSE. The following changes will be added to the San Leandro Municipal Code and will promote San Leandro's vision of inclusiveness, community and diversity.

SECTION 2. CEQA. Approval of the amendments is exempt from further environmental review under the general rule in California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) that CEQA only applies to projects that have the potential for causing a significant effect on the environment. As a series of text amendments and additions, it can be seen with certainty that there is no possibility that the ordinance will have a significant effect on the environment.

SECTION 3. AMENDMENT OF CODE. Title 1, Chapter 1-3, Article 15, of the San Leandro Municipal Code is hereby amended in its entirety as follows:

1-3-1505 POWERS AND DUTIES.
The Commission shall advise the Council on matters relating to the status and condition of senior citizens within the City, assess and report to the Council the social, cultural, health and other needs of senior citizens, recommend to the Council inclusive methods of meeting such needs, and assist the Council in marshaling the resources necessary to accomplish the foregoing. In discharge of this responsibility, the Commission shall:
(a) Assess the social, economic, educational, cultural, emotional and other needs of senior citizens within the City and create citizen awareness of those needs;
(b) Conduct informational hearings on matters affecting senior citizens in the community;
