RESOLUTION of the City Council to Approve and Adopt the 2018 Update to the Bicycle and Pedestrian Master Plan

Body
WHEREAS, the City's Bicycle and Pedestrian Master Plan must be updated every five years to qualify for many bicycle and pedestrian grant funding programs; and

WHEREAS, the current Bicycle and Pedestrian Master Plan was adopted in 2011; and

WHEREAS, the City Council appointed an eleven-member resident-based committee (Bicycle and Pedestrian Advisory Committee) to guide the development of the 2018 Bicycle and Pedestrian Master Plan; and

WHEREAS, the Bicycle and Pedestrian Advisory Committee conducted five public meetings between November 2016 and December 2017 to receive public comment and input and to review the draft 2018 Bicycle and Pedestrian Master Plan; and

WHEREAS, the 2018 Bicycle and Pedestrian Master Plan provides goals and policies related to the development of bicycle and pedestrian programs and facilities and identifies projects and project areas; and

WHEREAS, the Planning Commission conducted a public hearing on the draft Master Plan and recommended approval of the 2018 Bicycle and Pedestrian Master Plan to the City Council; and

WHEREAS, this 2018 Bicycle and Pedestrian Master Plan will replace the existing 2010 Bicycle and Pedestrian Master Plan, which is discussed in the Circulation Element of the 2035 San Leandro General Plan; and

WHEREAS, the 2018 Bicycle and Pedestrian Master Plan is wholly consistent with the 2035 San Leandro General Plan; and

WHEREAS, the project is statutorily exempt from the California Environmental Quality Act (CEQA) per California Public Resources Code Section 21083.3 (b) and CEQA Guidelines Section 15183, Projects "Consistent with Community Plan or Zoning"; and

WHEREAS, the Bicycle and Pedestrian Master Plan is being updated pursuant to previously approved General Plan and Climate Action Plan policies and the General Plan's certified Environmental Impact Report (EIR)...
