SUMMARY AND RECOMMENDATIONS
Staff requests City Council adopt a Resolution appropriating $136,115 from the WPCP enterprise fund balance reserve for 2017-18. These funds will be used to remove 3,500 tons of wet sludge from WPCP drying beds in preparation for solar panel installation.

Staff additionally recommends City Council adopt a Resolution authorizing the City Manager to execute a Non-Professional Services Agreement with Synagro-WWT, Inc. for the Sludge Haul 2017-18 project.

The above project was competitively bid, with the low bid submitted by Synagro-WWT, Inc. in the amount of $136,115.

BACKGROUND

The WPCP regularly removes 15% solids concentration sludge from the digesters and places it in the drying beds. During the winter, sludge does not have an opportunity to dry, and is also exposed to rainfall, increasing water content. Drying usually occurs during the warm weather months from April to August, and the dried biosolids are stacked for off-haul and disposal the following year.

This year, the WPCP needs to prepare to lose four drying beds to the solar panel project, and wet sludge needs to be hauled off by May in order to prepare for the installation.

Analysis

To keep the costs economical, the WPCP needs all of its drying beds to adequately dry biosolids prior to hauling. Wet sludge is much more expensive to haul as it is several times heavier, as well as of greater volume than dried biosolids due to the higher water content. This greatly increases the cost and number of truckloads required to remove the product.
