RECOMMENDATIONS

 

Staff recommends that the City Council adopt a Resolution authorizing the City Manager to submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of $67,029 of Fiscal Year 2018-19 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle project funding to install pedestrian improvements.

 

BACKGROUND

 

The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County initiated by the State Legislature in 1972, funds the TDA grant program.  In the nine-county Bay Area region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes.  Each year, the MTC allocates TDA funds to eligible claimants after review of applications from counties and congestion management agencies.  Alameda County is responsible for submitting an annual program of projects that are implemented by each local agency in the county.  TDA funds are distributed by population.

 

Analysis

 

Annually, the City applies for TDA funds from the MTC for pedestrian improvements throughout the City.  The City is entitled to $67,029 for fiscal year 2018-19.  The TDA funds will be used to install disabled access ramps and upgrade sidewalks at various locations.  The work will be completed as part of the City’s Annual Street Sealing, Annual Sidewalk or Annual Overlay Rehab projects.

                     Maintain and enhance San Leandro’s infrastructure.

 

Previous Actions

 

                     The City Council annually authorizes staff to apply for these funds

                     On June 5, 2017, by Resolution No. 2017-076, the City Council authorized the filing of a claim with the MTC for allocation of TDA Article 3 funds for FY 2017-18

 

Committee Review and Actions

 

On January 23, 2018, the Bicycle and Pedestrian Advisory Committee reviewed and approved the proposed project for the use of TDA funds as required by the MTC.

 

Applicable General Plan Policies

 

                     Policy T-3.2:  Funding.  Maximize the City’s eligibility for funding for bicycle and pedestrian improvements, and aggressively pursue such funding to complete desired projects.

                     Policy T-3.6:  Pedestrian Environment.  Improve the walkability of all streets in San Leandro through the planning, implementing, and maintaining of pedestrian supportive infrastructure.

                     Policy T-3.7:  Removing Barriers to Active Transportation. Reduce barriers to walking and other forms of active transportation such as incomplete or uneven sidewalks, lack of wheelchair ramps and curb cuts, sidewalk obstructions including cars parked on sidewalks, trail gaps, wide intersections, and poor sidewalk connections to transit stops.

 

Environmental Review

 

The work to be performed is categorically exempt from the California Environmental Quality Act according to Public Resources Code §21084 and CEQA Guidelines Article 19, Section 15301 “Existing Facilities”.

 

Fiscal Impacts

 

MTC allocated $67,029 in TDA funding to the City in FY 2018-19, with no local match requirement.  The funds will be appropriated when a construction contract is awarded, with reimbursement by MTC once the project is complete.

 

Budget Authority

 

The City’s adopted biennial budget for 2018-19 reflects an Outside Funding/Grant amount of $70,000 for Project 2019.0070 “Street Sealing.”  Expenditures will not exceed the TDA funding allocation and the amount will be updated in the Budget to reflect the $67,029 allocated by MTC.
