SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve the contract with Ross Recreation for the purchase and installation of new playground equipment at Warden Park.

BACKGROUND

In 2015, in anticipation of the renovation of Siempre Verde Park, staff submitted a report and resolution for consideration by the City Council in accordance with California Public Contract Code section 3400(c) to establish Landscape Structures, Inc. as the City's sole source provider for parks playground equipment. It was noted in the resolution 2015-391, that Landscape Structures equipment was already in use in several other City parks; is more durable than other brands of park equipment that are in use; is more cost-effective and time-saving especially with regards to the procurement of replacement parts; and the company provides excellent warranties and customer service.

In 2017 the City was awarded a grant from the State's Housing and Community Development Department (HCD) in the amount of $163,750. The grant was specifically written for redevelopment of Warden Park.

Ross Recreation Equipment is the sole distributor of Landscape Structures, Inc. playground equipment. At the City's request, Ross Recreation Equipment prepared three design alternatives that were vetted by Recreation & Human Services staff as well as by the public at a meeting held late last year. The total cost for purchase and installation of the new playground equipment is $146,848.58. Because the HCD grant came in at a lower amount than was applied for, Public Works staff is doing the demolition and preparation work in-house to keep the costs within the funded grant amount.
