RESOLUTION of the City Council for the City of San Leandro to Approve an Agreement to Participate in the Alameda County Operational Area Emergency Management Organization

WHEREAS, the potential for a major emergency due to natural or human-caused disaster highlights the need for all government entities within Alameda County to be prepared to share resources and information among themselves as well as with the State of California in order to protect public health, safety and welfare; and

WHEREAS, greater efficiency in disaster preparedness, response, recovery, and mitigation can be achieved by joining the efforts of the County of Alameda, other cities, special districts, and other public benefit non-profit organizations together in pre-disaster agreements; and

WHEREAS, the California Emergency Services Act makes reference to the "operational area" and defines it as "an intermediate level of state emergency services organization" created to perform extraordinary functions for local governments within a county area, such as strengthening mutual coordination, providing a focal point and conduit for disaster information, and assisting in the efficient management of resources; and

WHEREAS, the San Leandro City Council adopted Resolution 2005-101 in July 2005 agreeing to participate in the Alameda County Operational Area Management Organization, and since that time said agreement has expired.

NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:

1. That the City of San Leandro hereby adopts the Agreement for Participation in the Alameda County Operational Area Emergency Management Organization as it was approved by the Alameda County Board of Supervisors in May 2016.

2. That the City Manager is authorized to designate in writing the following:
