SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve the recommendations of the Human Services Commission (HSC) for 2018-19 Community Assistance Program (CAP) Grant funding. This funding represents the second year of a 2-year funding cycle approved by the City Council last July. The funding is for one fiscal year at a total appropriation of $150,000.

BACKGROUND

Through the CAP, the City of San Leandro supports non-profit organizations that provide human services to San Leandro residents. The HSC reviewed the written grant proposals, received an oral presentation from each grant applicant, assessed the City's need for the program, and made funding recommendations to the City Council. The HSC and Recreation and Human Services (RHS) Department staff were able to utilize the Human Services Gap Analysis as part of the application review process.

The HSC and RHS staff developed their funding recommendations in combination with the City's public service Community Development Block Grant (CDBG) allocation. The CDBG funding was recommended by Community Development Department staff.

DISCUSSION

The HSC received a total of twelve (12) grant applications, including three (3) CDBG applicants. RHS issued a Request for Funding Applications (RFA) on March 6, 2017. The HSC received oral presentations from each applicant on April 4 and 6. Funding recommendations were made during the commission meeting on April 26, 2017.
