1.                     CALL TO ORDER

Mayor Cutter called the meeting to order at 2:05 PM

Committee members present:  Mayor Pauline Cutter, Vice Mayor Deborah Cox, and Councilmember Corina Lopez

 

City staff present:  Senior Transportation Engineer Reh-Lin Chen, Engineering and Transportation Director Keith Cooke, Administrative Services Manager Kurry Foley, City Manager Jeff Kay, Administrative Assistant III Jeanie Lau, Principal Engineer Michael Stella, City Engineer Nick Thom, and Deputy City Manager Eric Engelbart

 

Public present:  AC Transit - Joe Callaway; Bay Area Business Roundtable - Bernard Ashcraft, Parsons, Chris Segur

2.                         DISCUSSION ITEMS 

 

2.A.                       18-401 Staff Report for a Presentation by AC Transit on the San Leandro Transit Center

AC Transit Director of Capital Projects Joe Callaway provided an update on San Leandro BART Station south transit center.  

Michael Stella also provided an update regarding additional construction around the San Leandro BART Station.

Committee Requests/Direction to Staff:

Councilmember Lopez suggested that shuttles and public transportation share one space.

Mayor Cutter also suggested pushing the construction out during longer daylight hours due to safety of BART users and indicated the need for additional bicycle parking. 

Councilmember Lopez would like the committee to be mindful of the construction schedule and would like a status report at the next Facilities and Transportation Committee Meeting and to be able to find the workforce status information on the BRT web site.

Committee members would like staff to verify that short term parking \is converted to 4 hours on southbound San Leandro Blvd.

 

2.B.                     18-403 Staff Update on Capital Improvement Program Projects

Administrative Service Manager Kurry Foley provided an update on the proposed license agreement of three City parcels for use by Satellite Healthcare, Inc. as a parking area adjacent to their facility located at 801 Davis Street.

City Engineer Nick Thom providing information on the upcoming projects:

                     Pedestrian Crossing Phase 2- Wicks Blvd./Burkhart Ave.

                     Street Sealing

                     Pedestrian Crossing Phase 1

                     Annual Overlay 16-17 - Phase 2

                     Annual Overlay 17-18

                     Police Building and South Offices Modification

Committee Requests/Direction to Staff:

Councilmember Lopez requested a press release regarding award of Pedestrian Crossings Phase 2 as well as the start of street repair work.

2.C.                     18-402  Staff Update on City efforts to Advocate for Accelerated repaving of East 14th Street

Engineering & Transportation Director Keith Cooke provided an update on the Caltrans planned repaving of E. 14th Street from 150th Avenue to the south city limits near Bayfair Drive.  Deputy City Manager Eric Engelbart provided an update on the State proposal for relinquishment of East 14th Street.

Committee Requests/Direction to Staff:

Councilmember Lopez requested a summary of East 14th Street paving and relinquishment to the full council including a rendering.  Mayor Cutter asked that staff monitor ramps constructed under the BRT project for ponding.

2.D.                     18-404 Discussion on Future Agenda Items

Councilmember Lopez requested an update on all three pool projects, and requested that the school board facility committee attend a joint meeting. 

Committee members asked staff to:

1.                     look into improving a vacant property on East 14th near Stokes

2.                     look into an assessment of street light levels citywide.

3.                     explore the feasibility of forming a volunteer force to clean trash at BART

4.                     explore obtaining a permit and having volunteers do weed abatement on the SB 580 on ramps at Foothill and Grand.

5.                     look into status of a vacant lot at East 14th and Begier.

3.                     Public Comments

Bernard Ashcraft, Bay Area Business Roundtable, inquired about total workforce data associated with the Project Labor Agreement for the BRT project under construction by AC Transit.
