SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to amend Section 7.1.305 (d) of the Administrative Code, pertaining to hours of use at the San Leandro Shoreline Recreational Area.
BACKGROUND
The Police Department and Public Works Department are experiencing on-going issues related to overnight parking in the parking lots surrounding the San Leandro Marina. In a recent field check conducted jointly by the Police, Engineering & Transportation, and Public Works Departments, staff noted that some of the existing signage did not include current code citations, which creates challenges for effective enforcement.
There are several different parking-related signs currently posted in the Shoreline Recreational Area as follows:
* No Overnight Parking of RVs (SLMC 3-10-925 (c))
* Vehicles Prohibited [no citation provided]
* No Overnight Parking of RVs (SLMC 1-3-1120)
* City of San Leandro Shoreline Recreational Area, Open sunrise to 10:00 PM daily (SLAC 222-305 (d))
Analysis
The existing Municipal Code section that prohibits overnight parking is specific to RVs only. Staff recommends that the City Council adopt a resolution to amend the hours of use at the Shoreline to unify enforcement regulations.
The current Administrative Code section with the language noted in the last bullet above has changed. The current section is 7.1.305(d), with the full text as follows:
"The San Leandro Shoreline Recreation Area shall be open to the public daily from one-half hour before sunrise to 10:00 p.m. and the park shall be closed to all persons and no person shall be permitted to remain at the park (except as permitted in paragraph (e) below) between 10:00 p.m. in the evening and one-half hour before ...
