1. CALL TO ORDER
Mayor Pauline Cutter called the meeting to order at 4:08 p.m.

2. DISCUSSION ITEMS
2.A. 19-073 Consideration of the Installation of Decorative Crosswalks at the Parrott /Washington Intersection
Public Works Director Debbie Pollart provided an update on the installation of a decorative crosswalk at the intersection of Parrott Street/Washington Avenue.
Committee Requests/Direction to Staff:
Council Member Deborah Cox would like the installation replicated in other areas if possible.
The Committee would like to coordinate the ribbon cutting celebration for this decorative crosswalk with the opening of the Downtown San Leandro Farmer’s Market on March 27, 2019, if possible given construction and weather constraints.
2.B. 19-023 Alameda County Transportation Commission’s Development of the 2020 Countywide Transportation Plan Update
Principal Engineer Michael Stella provided an update on the development of Alameda County Transportation Commission’s 2020 Countywide Transportation Plan (CTP) Update, including both funded and unfunded City of San Leandro projects.
Committee Requests/Direction to Staff:
Mayor Cutter is concerned about utility underground work with PG&E as a result of PG&E bankruptcy proceedings. Staff will look into whether current PG&E status will impact undergrounding projects.
Committee would like to review opportunities to embellish the BART aerial structure columns to address concerns about security and lighting related to the eventual construction of the East Bay Greenway including access to BART.
Mayor Cutter would like to look for opportunities to help with funding for the railroad grade separation.
Vice Mayor Lopez would like review plans regarding Bay Trail improvements when discussing bicycle and pedestrian funding in the vicinity of the boat harbor.
Mayor Cutter would like to discuss with Caltrans specific times when weekend closure of I-580 on- and off-ramps from MacArthur Blvd. would allow for volunteer trash pick-up.
Council Member Cox would like the committee to look into a San Leandro resident permit regarding parking for a proposed MacArthur Blvd. Park & Ride lot.
Mayor Cutter recommends incorporating backup parking spaces and possible charging stations for limited parking, and energy resources for EV Charging stations at the proposed Park & Ride lot.
Mayor Cutter would like to review studies and pilots shuttles completed by Alameda CTC to help with funding for bicycle lockers, parking lots for spaces displaced by AC Transit’s BRT, pedestrian lighting, and ferry services.
2.C. 19-024 Staff update on Land Use Projects
Principal Engineer Michael Stella provided an update on Land Use Projects. He specifically discussed additional funding available from Alameda CTC for the I-880 freeway interchange landscaping projects that will allow the Marina Boulevard interchange to be added to the scope-of-work.
Committee Requests/Direction to Staff:
Mayor Cutter requested the addition of trees and greenery to sound walls at the Davis Street interchange.
2.D. 19-025 Staff update on Project Development Projects.
City Engineer Nick Thom provided an update on Project Development Projects.
Committee Requests/Direction to Staff:
Mayor Cutter would like to have a joint use agreement in place for Farrelly Pool.
2.E. 19-026 Discussion Regarding Future Agenda Items
The next meeting will be devoted to presentations by AC Transit and BART on the East Bay BRT and improvements at the San Leandro BART station. In addition, the following items may be discussed at a future meeting:
• Neptune Drive FEMA Flood Control Project
• ACTC Transportation Improvement Plan
• Eden Road
• Neighborhood Traffic Calming Program
• Crosswalk Request and recommendation
• Bicycle Network - West
Committee Requests/Direction to Staff:
Mayor and the Committee members would like to review BRT roadway plans prior to the meeting with AC Transit at the next Committee meeting. Council Member Cox requested that BART address station art at upcoming meeting.

4. COMMITTEE MEMBER COMMENTS
The lighted crosswalk under construction at Estudillo and Collier has been challenging but the work is getting done.
