SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council adopt the resolution authorizing the City Manager to take all appropriate action and execute the Intergovernmental Collaboration Agreement to fund an Analysis of Impediments to Fair Housing Choice for jurisdictions in the Alameda County HOME Consortium.

 

BACKGROUND

 

The City of San Leandro receives an annual allocation of federal Community Development Block Grant (“CDBG”) funding from the United States Department of Housing and Urban Development (“HUD”). As a CDBG entitlement grant jurisdiction, HUD requires that the City prepare an Analysis of Impediments to Fair Housing Choice ("AI"), a tool that is used to identify and evaluate factors contributing to violation of Fair Housing law in a defined geographic area.

 

Analysis

 

In recent years HUD encouraged and provided a methodology for regional approaches to address fair housing issues, including collaboration across jurisdictions and public housing agencies. The City of San Leandro will work with the following jurisdictions to prepare a region-wide AI: the County of Alameda, the City of Alameda, City of Berkeley, the City of Fremont, the City of Hayward, the City of Livermore, the City of Oakland, the City of Pleasanton, the City of Union City, the Housing Authority of the County of Alameda, the Housing Authority of the City of Alameda, the Berkeley Housing Authority, the Housing Authority of the City of Livermore, and the Housing Authority of the City of Oakland.

 

Alameda County facilitated the competitive procurement of the consultant that will develop this document and will coordinate the regional effort to prepare it. The total cost for the consultant is $128,390. The City of San Leandro's pro-rata share of the total cost is $2,843. There are sufficient funds in the Housing Services Division’s FY18-19 Council approved budget to pay for the $2,843.

 

The City's regional participation will ensure that the City meets HUD's fair housing requirements while reducing the administrative and financial burdens of completing the document separately. Additionally, many fair housing issues cross jurisdictional boundaries. Thus, working regionally will help ensure that goals are consistent and collaborative. Alameda County will act as lead agency in the development and completion of the document which will ultimately be circulated and completed for each of the participating agencies.

Legal Analysis

 

The City Attorney’s Office has reviewed the staff report, resolution and intergovernmental collaboration agreement and has approved them as to form. 

 

Fiscal Impacts

 

The City of San Leandro’s share of the research and writing of the AI document will cost $2,843 which will be paid from currently available funds in the FY18-19 Housing Services Division budget under “Miscellaneous Services”” (010-41-004-5890).
